Washington Defender Association (WDA) Immigration Project: WDA’s Immigration Project seeks two externs for Winter and Spring Quarters 2015 to research the immigration consequences of various convictions and work preparing publications and training programs for defense attorneys, prosecutors, and the court. WDA provides constitutionally mandated advice to attorneys across Washington on whether their non-citizen clients will face immigration consequences as a result of their convictions.  Students working in this rapidly evolving area must have taken immigration law and/or be taking criminal procedure (or have equivalent experience).  Students must work at the field placement for 16 – 20 hours/week. Regardless of how many externship credits students seek, students must also enroll in the two-credit immigration seminar (Legislation and the Formulation of Public Policy) offered by Professor Angelica Chazaro in Winter Quarter 2015. Professor Chazaro will be the faculty supervisor for this externship.

Northwest Immigrant Rights Project (NWIRP) Tacoma Office: NWIRP’s Tacoma office seeks two externs for Winter and Spring Quarters 2015 to assist in directly representing immigrant detainees in removal (deportation) proceedings. This may include appearing in immigration court hearings, preparing clients for court, preparing witnesses, drafting a number of legal briefs and making oral arguments in court. NWIRP provides legal representation to immigrants held at the Northwest Detention Center in Tacoma, WA. Students must work at the field placement for 20 – 35 hours a week. Preference will be given to Spanish speakers and to students who are available more rather than fewer hours. Regardless of how many externship credits students seek, students must also enroll in the two-credit immigration seminar (Legislation and the Formulation of Public Policy) offered by Professor Angelica Chazaro in Winter Quarter 2015. Professor Chazaro will be the faculty supervisor for this ext! ernship.

B512 Legislation and the Formulation of Public Policy
This course will examine immigration laws and policies related to how removal (deportation) laws and policies are established and implemented, and including the emergence and role of social change movements. Topics will include the intersection of immigration and criminal law, border security, state and local enforcement, the root causes of unauthorized migration, and the challenges of immigration law reform. The course will cover both legal doctrine and legislative issues concerning immigration detention and enforcement.

TeamChild Seeking Juvenile Record Sealing Legal Intern, Paid Position, Due 12/5

The Juvenile Record Sealing Legal Intern is responsible for assisting young men and women with motions to seal their juvenile record. The Intern will be responsible for running two juvenile record sealing clinics in King County. The clinics occur one Wednesday and one Saturday a month, October-May and two or three summer clinics. The intern’s attendance at these clinics is mandatory. The Intern will be responsible for organizing outreach efforts to ensure attendance at the Clinic and coordinating the participation of attorney and student volunteers.

Following the clinics, the Intern will be responsible for the filing and processing of paperwork necessary to seal juvenile criminal history. This requires the intern to be present at the King County juvenile courthouse two Fridays a month. The Intern will also be responsible for publicizing the Juvenile Record Sealing Clinics in King County and responding to calls and emails seeking general information regarding the record sealing process. The intern will also be asked to gather information on current juvenile offenders.

A successful applicant will be a law student in good academic standing. The position requires someone who is self-motivated and has an excellent demeanor with clients and colleagues. This position is open to both work study and non work study qualified students. The time commitment is approximately 20-30 hours per month and the rate of pay is $18 an hour. The intern must be able to attend the sealing clinics (1st Wednesday of every month from 6-8 PM and 1 Saturday every month from 9:00-11:00 AM) and the King County Juvenile Court hearing (at least one morning a month from 8:30-11:30 AM). A car is useful but not necessary.

This is a great opportunity for a 1L or 2L that wants to practice communicating with clients, community members, and is also seeking courtroom experience. If you are interested please email a resume and cover letter to recordsealing@teamchild.org by 5:00 PM on December 5, 2014. Accountability Counsel defends the environmental and human rights of communities around the world who are harmed by internationally financed development projects. We specialize in non-judicial accountability mechanisms established to receive community complaints. We accomplish our mission through: (1) assisting communities to use these mechanisms effectively and; (2) policy advocacy, ensuring that these complaint offices are accessible, transparent, and fair tools for justice.

Our Law Fellows will support Accountability Counsel’s collaboration with communities around the world in their complaints to accountability mechanisms, as well as policy work toward improvement of accountability mechanisms. Law Fellows will work on legal research assignments and fact memos, and will participate in meetings with community members, international institutions, and NGO colleagues. Did you miss our recent public service career strategies presentation? Fret not. Here’s the cliff notes version. You can also watch the video podcast here. 

The holidays are a time to rest, spend time with loved ones, practice gratitude and engage in a thoughtful practice of reflection, research and action planning for your career in public service and/or social justice. Here are some career strategizing tips to make the best of the upcoming Thanksgiving holiday and winter break right around the corner.

  1. Get back to basics. Why law school? Why public service? What issues do you care about? Think about why you came to law school and why specifically you’re interested in public service and/or working for social justice. What personal, volunteer or professional experiences or events have shaped your world view? What causes are you passionate about or get you worked up? What areas of law are you interested in? Why?
    • Write these anecdotes down; this will help you with your cover letter writing.
    • Practice telling these stories at the Thanksgiving dinner table; this will help you when you’re networking and interviewing.
    • Learn more about why stories matter by Marshall Ganz.
  2. Identify lawyering skills. Think about what kinds of advocacy and other lawyering skills you’re drawn towards.
    • Direct Services. Providing direct services to individual clients including advice/counsel, brief services and/or representation in court or administrative proceedings.
    • Systemic Change through Litigation. Engaging in impact litigation/systemic advocacy such as class action law suits which may not involve quite as much direct client work.
    • Community Lawyering. Using the principles of community organizing, combining direct services, impact litigation, and transactional legal services to support community economic development and/or other community-driven social justice initiatives.
    • Public Policy & Politics. Engaging in policy and/or legislative advocacy or reform work either within our outside of a legislative body.
    • Alternative Dispute Resolution. Engaging in alternative means of achieving justice outside of the traditional adversarial system such as alternative dispute resolution, mediation, collaborative law, and restorative justice.
    • Leadership & Social Entrepreneurship. Exploring alternative public service law careers including non-profit leadership/management and social entrepreneurship
  3. Do your research. We want you to make informed, evidence-based decisions to help you carve your career path. Research organizations and agencies that work on the causes and substantive areas that you are passionate about, interested in and/or open to. Where do you start? Go out to coffee with your mentor or perhaps the growing list of contacts with whom you’ve been advised to connect. Check out all of the great resources on our public service career reference guide, the Gallagher Law Library research guide and PSJD. Also, learn about the employers participating in the upcoming NW Public Service Career Fair. Keep in mind that employers are registering on a rolling basis so be sure to check back regularly.
  4. Create a list of preferred employers. Get ready to start applying to summer opportunities. Many public service internships application deadlines are in January and February. Whether or not a non-profit organization or government agency has a posted internship announcement, plan on sending your application materials. This usually includes a resume, cover letter, sometimes a list of references, and maybe a writing sample (yes you can use that 1L memo!). If an employer asks for grades be sure to mention when you expect to receive your grades in your cover letter and send them your transcript when it becomes available.
  5. Get cover letter feedback from your career coach. Take a break from outlining! December is a great time to send cover letters to your career coach for feedback. Once you’ve created a list of employers, draft a cover letter using the tips found here.

Attorney General sends Notice of Endangerment and Intent to Sue to U.S. Dept. of Energy and its contractors to protect workers from hazardous Hanford tank vapors

After 20 years and many reports and studies, federal government still not adequately protecting Hanford workers

Attorney General Bob Ferguson is sending the U.S. Dept. of Energy, and its contractor, Washington River Protection Solutions (WRPS), a Notice of Endangerment and Intent to Sue. Ferguson seeks to protect workers at the federal Hanford Nuclear Reservation from hazardous chemical vapors that continue to jeopardize worker health and safety.

On Oct. 30, 2014, an independent panel of experts issued the federally-funded Hanford Tank Vapor Assessment Report which determined that “ongoing emission of tank vapors, which contain a mixture of toxic chemicals, is inconsistent with the provisions of a safe and healthful workplace free from recognized hazards.”  They further found that the data “strongly suggests a causal link between chemical vapor release and subsequent adverse health effects experienced by tank farm workers.”

The report was the latest in a series of reports assessing the problem of tank workers falling sick after exposure to chemical vapors from on-site waste holding tanks.

American Federation of Labor and Congress of Industrial Organizations (AFL-CIO) Offering Fellowship Program Beginning September 2015, Due 11/17

The Legal Department of the America Federation of Labor and Congress of Industrial Organizations (“AFL-CIO”) is offering a one-year fellowship beginning in September 2015.  The fellowship offers an excellent opportunity for recent law school graduates to work with experienced union-side lawyers on a wide variety of issues.

The AFL-CIO Fellow will work with lawyers in the AFL-CIO Legal Department and with other union lawyers around the country on a wide range of activities.  The Fellow will assist experienced lawyers working on cases and regulatory matters that affect the legal movement and the rights of workers.  The AFL-CIO’s litigation caseload includes cases in the U.S. Supreme Court, the U.S. Court of Appeals, the NLRB and a small number of state appellate suits.  In addition, the AFL-CIO Legal Department frequently presents the views of the labor movement on federal regulatory initiatives affecting workers.  Whenever possible, the Fellow will be given the opportunity to participate in meetings with union lawyers and to attend oral arguments. The AFL-CIO Fellow will also participate in Lawyers Coordinating Committee activities, including preparation for attorney conferences, outreach to new labor lawyers and law students, and regular opportunities to attend LCC meetings and conferences.

The Tom Steel Post-Graduate Fellowship provides funding for a new lawyer to work in the United States on an innovative, public interest law project that serves the lesbian, gay, bisexual and transgender community.

The Fellowship will help ensure that unmet legal needs are recognized and prioritized on an on-going basis, and that the next generation of legal advocates for the lesbian, gay, bisexual and transgender community develops the critical skills necessary to secure civil rights into the future.

Pride Law Fund seeks to fund “cutting edge” projects with the potential to make a lasting impact. Persons are eligible to apply if they are law students eligible to graduate in the Spring semester, or are lawyers within three years of their graduation from law school. MENA Human Rights Advocacy Fellowship Seeking Applicants, Fluency in Arabic Required

The Gender Law and Policy Project (GLPP) is seeking applicants for a one year Middle East and North Africa (MENA) Human Rights Advocacy Fellowship Position working on gender-based violence and LGBT violence and discrimination in the MENA region. The fellow will also work closely with MADRE, an international women’s human rights organization.

Our project works to promote the rights, protection and physical security of marginalized and at-risk populations. We integrate advocacy and capacity building, with documentation and reporting of LGBT and women’s human rights violations in order to bring accountability and redress for these crimes in transitional justice processes. We also aim to increase participation of women within national and international venues charged with upholding human rights and building peace.

Youth Opportunities Act Opens Doors to Thousands of Young Adults across Washington State

OLYMPIA – Governor Jay Inslee plans to sign the Youth Opportunities Act (HB 1651) into law tomorrow, after years of negotiations resulted in overwhelming, bipartisan support for the bill from the Washington State Legislature. The Act will result in the sealing of 6,000-10,000 young adults’ juvenile offense records each year, allowing them to receive greater opportunities in housing, education, and employment. Championed by Rep. Ruth Kagi (D-32), and negotiated by Sen. Jeannie Darneille (D-27) and Sen. Steve O’Ban (R-32), the bill received near unanimous support in the Legislature.

“The Youth Opportunities Act eliminates a major barrier for many rehabilitated youth who can now contribute fully to their communities,” said Casey Trupin, Attorney with the Children & Youth project at Columbia Legal Services (CLS). “By supporting one of the biggest juvenile justice reforms in decades, the Legislature has offered a path for young adults to pursue education, employment, and housing.” For four years, CLS has worked closely with partners such as Friends of YouthFaith Action NetworkMockingbird SocietyChildren’s Alliance, and many other strong advocates to ensure this bill passed.

Looking for a Chance to Work with Clients?  The Moderate Means Program is Recruiting Interns for Spring and Summer Quarters, Applications Due 4/11

The Statewide Moderate Means Program (MMP) is a joint venture between the Washington State Bar Association and the Washington State law schools. The goal of the program is to increase access to civil legal services by people of moderate means who cannot afford an attorney but make too much money to qualify for traditional legal aid services. The program is focused on the areas of Family, Housing and Consumer law.

Law students serving as MMP volunteer interns will interview potential clients by telephone to collect information and evaluate their cases. Qualifying cases will be referred by the MMP interns to participating attorneys who have agreed to represent Moderate Means Program clients for a reduced fee. MMP interns will be expected to commit to a minimum of five hours a week for the duration of spring quarter and this summer (one hour is a weekly staff meeting).

Kirwan Institute Releases Second State of the Science: Implicit Bias Review 2014

With the results in the Zimmerman and Dunn trials, introducing people to Implicit Bias research seems more important than ever. The Kirwan Institute is excited to be able to continue to support the field with this new edition of State of the Science: Implicit Bias Review. Chapter 1 serves as a primer to introduce the topic, capturing some of the key ideas that were discussed at length in the 2013 edition. The next two chapters focus on the newest scholarly literature from 2013 (Chapter 2 reviews many of these recent publications, and Chapter 3 takes a step back to reflect on some of the larger trends occurring in the field). Chapters 4 and 5 delve into the concept of implicit racial bias as it operates within particular domains, specifically employment and housing (building on the sectors discussed in last year’s edition: Education, Health and Criminal Justice). The publication closes with materials in the appendices that we thought might be useful to those who are seeking to educate others regarding implicit racial bias, including “A Conversation with an Implicit Bias Skeptic.”

Hunger Strikers Released from Solitary Confinement at the Northwest Detention Center

Federal immigration authorities have released hunger strikers from solitary confinement at the Northwest Detention Center in Tacoma, Washington. The action came after the ACLU of Washington (ACLU-WA) and Columbia Legal Services (CLS) filed a lawsuit seeking a court order to prohibit U.S. Immigration and Enforcement (ICE) from retaliating against detainees who engage in First Amendment-protected activities by placing them in solitary confinement.

“Our clients are very grateful to be out of solitary confinement after 6 days in it. This is a victory for free speech and fair treatment,” said Melissa Lee, Attorney and Institutions Project Coordinator with CLS.

“We’re very pleased that ICE has stopped retaliating against detainees engaged in peaceful protest. Punishing hunger strikers by putting them in isolation cells was an unlawful attempt to chill free speech rights” said ACLU-WA Legal Director Sarah Dunne.

This institute prepares trainees to mediate while applying a social justice lens to their own techniques.  We explore how mediation can routinely replicate inequalities despite our intensions to the contrary.  Trainees gain strategies to address these challenges while still facilitating a process with self-determination about the outcome for the disputing parties.   Concepts from narrative theory are applied to equip mediators with additional tools for effectively understanding the dispute and building agreements.

Friends of Animals is pleased to announce summer (2014) externship opportunities in its Wildlife Law Program (WLP), located in Denver, Colorado. Established in 2013, the WLP fills a niche between animal and environmental activism.  Animal activists often fail to fully utilize the array of local, state, federal and international environmental laws as a means to protect the rights of animals to live free from human interference.  Environmental activists often utilize these laws, but do so to achieve broad environmental objectives that may not always protect the rights of free-living animals. The mission of the WLP is to utilize the law for a singular purpose: to ensure the right of all wildlife to live in an ecosystem free from human manipulation, exploitation, or abuse.

Externs will have the opportunity to get hands-on experience by working closely with WLP attorneys to litigate matters in federal and state court, as well as engage in non-litigation advocacy projects. Typically extern projects include drafting legal documents (60-day notice letters, complaints, discovery documents, briefs, administrative comments), legal research and writing, interviewing and working directly with the client, engaging government decision-makers, and advocating at the policy level. The WLP attorneys also make an effort to expose students to a wide variety of career opportunities, including opportunities in public interest environmental law and animal rights law.

Looking for a Spring Externship? Department of Labor Seeking Spring Extern for OSHA Discrimination Case

The Department of Labor (DOL) recently filed an Occupational Safety and Health Administration (OSHA) discrimination case in federal court.  The DOL Office seeks an extern available in the Spring Quarter who can assist in trial preparation.  If you are interested in anti-discrimination issues, this is a rare opportunity to gain experience in discrimination law under OSHA and Title VII as such cases rarely go to trial.  Externs must be available for at least 16 hours per week, though more hours are available upon request.  If you are interested in the position, please contact Bruce Brown directly by email.  Mr. Brown is the Associate Regional Solicitor for the U.S. Department of Labor’s Office of the Solicitor.
