Washington AGO (Olympia) Seeks Assistant Attorney General – Revenue Division, Due 7/31

The Revenue Unit has an opening for a lawyer who enjoys working in a collegial and supportive environment.  Revenue AAGs primarily handle all aspects of excise and property tax refund claims and provide advice to the Department of Revenue.  Revenue AAGs generally practice before the Board of Tax Appeals (BTA) and the Thurston County Superior Court, and in the federal courts in tax disputes involving Indian law and other federal issues.  Practice in the Revenue Unit includes engaging in written discovery and taking depositions, a considerable amount of legal research and writing, arguing motions and handling hearings before the BTA, and motions practice in the Thurston County Superior Court.  Revenue AAGs also regularly handle appeals in the Washington Court of Appeals and the Washington Supreme Court, and occasionally work on tax cases that reach the United States Supreme Court.  Revenue cases often involve challenging and complex statutory and constitutional issues, and multi-million dollar refund claims.  And since virtually all business activity in Washington is taxed, Revenue AAGs get to learn about all sorts of different businesses.

The AFL‑CIO Fellow will work with lawyers in the AFL‑CIO Legal Department and with other union lawyers around the country on a wide range of activities.  The Fellow will assist experienced lawyers working on cases and regulatory matters that affect the labor movement and the rights of workers.  The AFL‑CIO’s litigation caseload includes cases in the U.S. Supreme Court, the U.S. Courts of Appeals, the NLRB and a small number of state appellate suits.  In addition, the AFL‑CIO Legal Department frequently presents the views of the labor movement on federal regulatory initiatives affecting workers.  Whenever possible, the Fellow will be given the opportunity to participate in meetings with union lawyers and to attend oral arguments.  The AFL‑CIO Fellow will also participate in Lawyers Coordinating Committee activities, including preparation for attorney conferences, outreach to new labor lawyers and law students, and regular opportunities to attend LCC meetings and conferences.

The Snohomish County Public Defenders Association is seeking 2L Summer interns for 2015 Rule 9 positions. The Snohomish County Public Defenders Association represents indigent individuals in the Superior and District Courts of Snohomish County. Currently the office has a Felony unit, Misdemeanor unit, Civil Commitment unit, and a Predator unit. The positions will be in the Misdemeanor unit at the office. Each intern will be paired up with a supervising attorney who will assign tasks as needed.

After an initial training period, which will last approximately two weeks, the position will require frequent court appearances, meeting with clients, possible interviews at various correctional facilitates, motions practice, and any other task assigned by a supervising attorney. The position will likely require a significant amount of time in court. Only those interested in working with indigent people and who are interested in trial work should apply. Positions are unpaid. Externship credit is possible but will require the student to coordinate with the school. The ideal start time would be shortly after the school year ends and go to just before the next school session. There can be some flexibility as to start and end dates.

Arctic Frontiers’ Emerging Leaders Program Calling for 2015 Applications, Due 9/28

The U.S. Embassy in Oslo, together with the Arctic Frontiers Secretariat, is excited to announce a unique opportunity for young U.S. citizens with a professional interest in the Arctic to learn more about the region. The annual Arctic Frontiers conference brings academia, government and business together to create a firmer foundation for decision-making and sustainable economic development in the Arctic. The conference takes place in the Norwegian city of Tromsø, known as the Gateway to the Arctic.

Arctic Frontiers’ Emerging Leaders program invites young representatives of academia, business and the public sector to meet with leaders to discuss future development in the High North. Selected candidates will participate in a blend of technical, social and cultural events, accompanied by mentors. The program starts in the city of Bodø, then continues onboard the coastal steamer and ends in Tromsø. The participants will be challenged to engage in discussions and presentations during the program. ACLU Foundation & HRW Seeking Applicants for 2015-2017 Aryeh Neier Fellowship, Due 10/15

The American Civil Liberties Union Foundation (“ACLU”) and Human Rights Watch (“HRW”) invite applications for the Aryeh Neier Fellowship. The fellow will work with both organizations on joint initiatives to strengthen respect for human rights in the United States.

Human Rights Watch and the ACLU created the fellowship in 2002 with generous funding from the Open Society Institute to honor the legacy of Aryeh Neier. As executive director of the ACLU and then of Human Rights Watch, Aryeh Neier helped develop both organizations into powerful forces for justice and human rights.

A special committee from both organizations will select the fellow, who will begin the two-year fellowship in the fall of 2015. He or she will most likely be placed in the New York City offices of Human Rights Watch and the ACLU, spending a year at each; however, the fellow should be open to placement in the organizations’ offices in other locations in the US.

SCLC Seeking Directing Attorney of Social Security Advocacy Project

The Seattle Community Law Center (SCLC) is a non-profit specialty civil legal aid organization that provides legal representation to low-income individuals with disabilities in matters related to their eligibility for Social Security Disability (SSDI) and SSI benefits. SCLC hosts two major projects: the Social Security Advocacy Project (SSAP) and the Disabled Homeless Advocacy Project (DHAP). SSAP prioritizes cases in which a person who has received or is receiving SSI/SSDI receives notice of reduction or termination of benefits. SSAP clients have a difficult time obtaining representation through the private bar, either due to lack of fee generating potential or multiple barriers, such as mental illness, limited English proficiency, and chemical dependency, which make it difficult for the client to stay engaged in an attorney client relationship and navigate the administrative structure of the Social Security Administration.

SCLC is searching for an outstanding attorney to serve as the directing attorney of the Social Security Advocacy Project (SSAP). The directing attorney is responsible for overseeing and managing SSAP. This is a full-time attorney position starting immediately. This position requires the ability to travel to client meetings, community events, and hearings, and may require some work on nights or weekends.

The American Civil Liberties Union of Washington (ACLU-WA) is pleased to offer unpaid
summer and school-year internships and externships to interested law school students. A
minimum commitment of 12 hours per week is required during the school year. Summer
positions are full-time and last a minimum of seven weeks.

At the ACLU-WA, law students gain exposure to a broad range of civil liberties and civil rights
issues and the opportunity to improve legal writing and research skills. Students work closely
with staff attorneys conducting legal research, writing legal memoranda, and drafting
correspondence to government agencies in response to documented complaints of civil liberties
and civil rights violations. Students also assist ACLU attorneys in the development of cases for

New York Civil Liberties Union’s Reproductive Rights Project Offering Paid Internship for Summer of 2015

The ACLU Reproductive Freedom Project’s (RFP) mission is to secure a world that respects and supports everyone’s right to form intimate relationships and to decide whether and when to have a child. Through litigation, advocacy, and public education, the Project strives to ensure that the freedoms and opportunities enjoyed by some become the freedoms and opportunities enjoyed by all. In particular, RFP works to ensure access to abortion services, comprehensive sex education, and affordable contraception, and to protect the rights of all women to continue their pregnancies. The ACLU is particularly committed to ensuring that individuals’ reproductive rights are not compromised because of their race, youth, or economic status, and believes that reproductive rights work must be informed by broader racial and social justice considerations.

Uganda Court Annuls Anti-Homosexuality Law

Activists celebrated after the anti-gay law was thrown out, reports Andrew Harding. Uganda’s Constitutional Court has annulled tough anti-gay legislation signed into law in February. It ruled that the bill was passed by MPs in December without the requisite quorum and was therefore illegal. Homosexual acts were already illegal, but the new law allowed for life imprisonment for “aggravated homosexuality” and banned the “promotion of homosexuality”. Several donors have cut aid to Uganda since the law was adopted.

Ugandan government spokesperson Ofwono Opondo said the government was still waiting the attorney general’s advice about whether to challenge the ruling in the Supreme Court. He added that the ruling showed to Western donors that Uganda’s democracy was functioning very well and that they should reinstate any aid they had cut. Continue reading here.

Advocates for Children, Families Oppose Cuts to Services to Fund McCleary

Advocates for children and families have filed an Amicus Curiae brief with the state Supreme Court, opposing one of the Court’s proposed remedies in the McCleary v. Washington case.

The Children’s Alliance, Columbia Legal Services, and the Washington Low Income Housing Alliance filed the brief this morning. The brief requests that, as the state moves to comply with the Court’s ruling, it refrain from funding education in a way that jeopardizes housing and other basic services to children and families. The brief may be found here.

“If we cut social programs to pay for education, everyone’s worse off,” says Paola Maranan, executive director of the Children’s Alliance. “In addressing our failure to uphold kids’ right to a basic education, we don’t want the solution to exacerbate the problem.”

While education must be fully funded, the brief explains how students in low-income families face barriers outside the classroom that prevent them from obtaining a basic education. These barriers also expand the educational opportunity gap that exists between white students and students of color.

In the brief, the organizations explain how, even with the existing level of funding for social programs, students in low-income families and students of color often cannot achieve educational opportunity. Thus, the organizations argue, financing education by cutting or freezing basic services would exacerbate the barriers to education that students in low-income families and students of color already face.

Housing advocates assert the legislature has already cut to the bone funding for both housing and homelessness services. For instance, the State Housing Trust Fund has declined sharply since 2008. This important tool for creating affordable homes received zero dollars this most recent legislative session. Cutting programs could not have come at a worse time, as students in homeless households are at an all-time high. The Office of Superintendent of Public Instruction reported 30,609 homeless students in the 2012-13 school year.

“For children across Washington, the lack of a safe, stable home can be a huge barrier to learning,” says Housing Alliance executive director Rachael Myers. “We already have proven, innovative programs that create affordable homes and keep families and children stably housed. They just need to be adequately funded.”

“Every child deserves an opportunity to succeed,” adds Maranan. “Good nutrition, household economic stability, child care, health care: these help keep kids in school, body and mind.”

Another Amicus brief was filed today by the Washington State Budget & Policy Center and six co-signing organizations. Their brief argues that legislators cannot responsibly fund education without raising new revenue, and that failure to raise revenue will lead to budget cuts that will harm kids’ ability to succeed in the classroom.

The Amicus participants support the Court’s finding in McCleary that the state must provide adequate funding to ensure the right of all children to an education that prepares them for lifelong success.

Under the guidance and direction of the U.S. Legal Director, the Fellow will work with other ERI attorneys to develop and implement legal strategies to protect human rights and the environment. The Fellow will be based out of ERI’s U.S. office in Washington, D.C., but may work in coordination with legal staff in other country offices in Peru and Southeast Asia.

Attention New Grads! King County Seeking Recidivism Reduction and Re-Entry Senior Project Manager, Due 6/18- Don’t Delay!

This position is a term-limited temporary position (TLT) anticipated to last for two years with a possibility of extending to three years at the pleasure of the appointing authority.

King County leaders have identified the need to reduce the number of adults who cycle through the criminal justice system and to coordinate the County’s multiple on-going efforts to reduce recidivism and improve re-entry of incarcerated adults into the community.

The Recidivism Reduction and Re-entry Senior Project Manager will work collaboratively to build a County-wide strategic approach to recidivism reduction. The position will develop an implementation plan building on King County’s previous and ongoing re-entry plans and programs. Development of the plan will include at least the following activities:   (1) coordinating with internal and external partners to establish shared goals, definitions, and agreed-upon measurements and targets; (2) assisting with an effort to survey and map existing projects and programs that support reduced recidivism and re-entry, including consideration of equity and social justice impact; and (3) identifying additional culturally appropriate and effective strategies to reduce recidivism and improve re-entry, while specifically addressing racial and ethnic disparities in the criminal justice system.  The position may also support grant-funded efforts to improve re-entry in partnership with other agencies and jurisdictions.  Outcomes from this effort are expected to benefit adult jail inmates through better connection with services to meet the needs of incarcerated individuals so they can reduce future involvement with the criminal justice system. The ultimate goal of the work is to stop the revolving door of the justice system through coordination and strategic application of County and community programs. The position will not directly run or manage a program.

DRW is a private non-profit organization designated by the governor and mandated by the federal government to protect the rights of people with disabilities in Washington State. Our mission is to advance the dignity, equality, and self-determination of people with disabilities. We work to pursue justice on matters related to human and legal rights. DRW provides free services to people with disabilities.

Project Description

DRW seeks to host a fellowship focused on improving graduation rates of Native American youth with disabilities attending Bureau of Indian Education (BIE) schools and public high schools.

Washington State Native American students who receive special education services have very low high school graduation rates. They had the lowest graduation rate of all racial and ethnic groups in the 2012-2013 school year – a little over 50% graduate from high school in four years.  Graduation rates for students in special education at Washington State BIE schools ranged from 0% to 60%. This problem affects many youth because Washington is one of the states with the highest population of Native American students and those students are nearly twice as likely to be identified as having a disability as the general student population.

The fellow will investigate the causes of these low graduation rates, collaborate with interested stakeholders, educate Native American students and families about special education rights and self-advocacy steps they can take, and provide advocacy in individual and systemic cases to enforce special education rights of Native American students in order for them to more successfully transition to employment and post-secondary education.

Washington Budget & Policy Center is now accepting applications for the 2014 – 2015 Betty Jane Narver Fellowship. The fellowship is open to any currently enrolled graduate student in a college or university, and recent graduates with a master’s degree or Ph.D.

Qualified applicants should have excellent written and oral communications skills, a commitment to accuracy and attention to detail, and a demonstrated interest in fiscal policy. To achieve our goal of training and supporting new voices in the policy arena, we’re especially interested in candidates from diverse backgrounds.

The fellow will receive a monthly stipend and be responsible for less than 20 hours a week.  This position is not eligible for benefits. Reimbursable travel may be required to specific policy-related trainings chosen by the Budget & Policy Center.  The fellowship will generally run from November 2014 through April 2015 (this is flexible).

The Post-Graduate Fellowship Program was initiated in 2013 and seeks to support new UW law graduates who are seeking employment, and who wish to provide legal services for underserved populations, by providing limited financial support while Fellows continue to search for permanent positions after the bar exam. This support will allow Fellows to continue to develop skills, contacts, and professional experience through short-term volunteer work, enabling them to better compete for permanent positions once they become available.

Each fellow must volunteer with an eligible sponsor organization, doing work that requires a JD or draws heavily on the Fellow’s legal education and training. Eligible work may include, for example, legal advocacy, direct legal services, impact litigation, or community education and organizing.

Fellowship awards will consist of a maximum of $1500 per Fellow, renewable on a monthly basis, for a maximum of four months (up to $6000 total). Fellowships must begin between August 1, 2014 and September 30, 2014, and may end no later than January 31, 2015. Fellowships will end when the Fellow finds a permanent position or at the end of the four-month fellowship period, whichever comes sooner. Recipients and sponsoring agencies will be required to certify that they will adhere to each of the goals and guidelines of the Fellowship program.

The University of Washington School of Law is accepting applications from June 2014 graduates for a limited number of short-term, post-graduate Fellowships. Applications can be accessed on Symplicity and must be uploaded to Symplicity no later than Sunday, May 4, 2014 at 11:59 p.m.

Social Justice, Conflict Resolution, and Reconciliation: An Introductory Workshop to Kingian Nonviolence on May 1-2

Kingian Nonviolence is a framework for transforming and reconciling conflict that was developed out of the teachings of Dr. Martin Luther King Jr. and the organizing strategies of the Civil Rights Movement. The goal is to prevent violence, yes, but its ambitions are even bigger: to pursue reconciliation by putting strength and agency in the hands of those who choose to act, talk, and think in healthy, humanly-connected ways that pursue a common higher ground. An approach of nonviolence, as a result, has wide applicability for how people set goals, declare values, and interact with others. In this workshop we will study the nature of human conflict, the roots of violence, the principles of nonviolence, and the “six steps of Kingian Nonviolence,” which will discuss the role of direct action, education, negotiation, and other steps critical in movement building. Specifically, we will address strategies and principles on how to respond to both interpersonal conflict as well as larger social conflicts.

We ask participants to commit to both days of the workshop.

May 2 @ University of Washington, 8:30 AM – 5:00 PM

These funds are currently underutilized, so please take advantage of this invaluable opportunity!  By completing a simple application and consenting to a background check, students have the opportunity to earn additional funds for the work they are already doing this summer and throughout the school year while still being able to receive outside funding up to $4,300.
