Women’s economic empowerment, including the empowerment of migrant women and girls, is one of the priority areas of UN Women, as reflected in the organization’s Strategic Plan 2013-2017. The Migration Portfolio forms part of the Economic Empowerment Section of the Policy Division at UN Women Headquarters in New York. Nov. 30: SEIU Fight for $15 one-year legal fellowship

The Legal Department of the Service Employees International Union will have an opening for a law fellow in Washington, D.C., starting in September 2017. The SEIU Law Fellowship Program was established to introduce recent law graduates to a broad range of legal work within an international union, and offers an excellent opportunity for new lawyers to work with experienced union-side lawyers on a variety of cutting-edge issues related to the advancement of workers’ interests.

The 2017 Fight for $15 Law Fellow will provide legal support for SEIU’s campaign in support of the Fight for $15 movement. The Fellow will also have the opportunity to be involved in many areas of the legal department’s work. While each fellowship experience varies according to the work of the department, the Fellow can expect to be involved in at least some of the following types of work: litigation to enforce the labor and employment rights of union members; handling matters before the National Labor Relations Board; drafting amicus briefs in support of workers’ rights issues before the NLRB and appellate courts; advice and assistance to staff organizers on organizing campaigns; involvement in policy and legislative initiatives; and participation in SEIU’s political program. The Northwest Justice Project Farmworker Unit seeks summer interns to assist experienced attorneys in serving migrant farm workers through farm labor camp outreach, community education and legal work. Law student outreach is an essential component in helping workers in their efforts to enforce their labor rights and obtain access to needed services.

Law students will work with attorneys on ongoing cases and projects, including farmworker sexual harassment cases and community education, pesticide safety, wage theft, and advocacy related to the H-2A temporary visa program for farmworkers. The Northwest Justice Project (NJP) is the largest publicly funded civil legal aid organization in Washington. As a statewide non-profit law firm, NJP provides legal services to low-income persons and communities facing problems affecting basic human needs. Through legal advocacy, NJP addresses the harsh impacts of social and economic inequity, such as loss of housing, health care or family safety, in ways other human services organizations cannot.

Although NJP receives federal and state funding for civil legal aid, the amount is not sufficient to address or keep pace with the growing demand for legal assistance. In order to generate philanthropic revenue to fortify its long-term sustainability, NJP is undertaking a significant commitment to private fundraising. NJP seeks its first full-time Development Director to implement fundraising strategies in the areas of annual giving, major gifts, corporate sponsorships, grants, and special events.

The Development Director will work closely with NJP’s Executive Director, board, and staff to create and execute on achievable fund-raising goals. The Development Director is part of the leadership team at NJP and will implement and manage NJP’s comprehensive fund development and stewardship program. Under the supervision of highly experienced staff attorneys, law clerks will serve as part of a statewide team of legal services advocates who work cooperatively, with other providers, in bringing high quality representation to the State’s indigent population. Dependent on the office, substantive priorities may include family law, housing, consumer, employment, public benefits and education. Law clerks will experience the realities of a legal services office as they aid the attorneys with legal research, interview and advise clients, and assist in case planning. Breaking News! Highest U.S. Immigration Tribunal Recognizes Domestic Violence as a Basis for Asylum

The Board of Immigration Appeals (BIA) today issued a landmark ruling, Matter of A-R-C-G-, with the potential to affect immigrant women across the country. As CGRS has done with so many asylum cases based on domestic violence, we assisted the attorney in this case (Roy Petty) with briefing and strategy, and we filed an amicus brief in support of the client.

CGRS has pioneered this area of the law in two internationally known cases – starting with the case of Rody Alvarado, Matter of R-A-, and then in Matter of L-R-. CGRS Director Karen Musalo, working with her colleagues at CGRS, represented both women. In 2004, and again in 2009, the Department of Homeland Security (DHS) set forth its position that women fleeing intimate partner violence can qualify for asylum and agreed to grants of asylum in R-A- and L-R-, respectively. These were important victories, signaling that these cases are viable, but they did not set precedent. Now, for the first time, we have binding precedent to support domestic violence survivors who seek protection in the United States.

CERD Issues Its Concluding Observations on the United States

The U.N. Committee on the Elimination of Racial Discrimination has issued its Concluding Observations on U.S. compliance with the CERD treaty, reflecting many of the concerns raised by the delegation of U.S. civil and human rights groups that came to Geneva to testify.  We were especially pleased to see the strong recommendations (pp. 6-7) on U.S. housing and education policy (issues where PRRAC had submitted coalition comments).  Stay tuned for Megan Haberle’s report on the CERD review in the next Poverty & Race, and thanks to the U.S. Human Rights Network for coordinating a successful advocacy effort.

Moldovan Legal Professionals Trained on Fighting High-Level Corruption

From May 4–10, six Moldovan legal professionals attended the Central and Eastern European Law Initiative Institute’s second regional anti-corruption training with support from the ABA Rule of Law Initiative (ABA ROLI). ABA ROLI also selected the Moldovan participants, including two prosecutors, a judge and a National Institute of Justice (NIJ) trainer, who were accompanied by an ABA ROLI staff attorney. A total of 24 lawyers, including from Albania, Bosnia and Herzegovina, Slovakia, Slovenia and Ukraine, attended the Prague workshop.

The interactive course addressed several aspects of investigating high-level corruption, including tracking money, interviewing witnesses, and gathering and presenting evidence. The training employed a case study, allowing participants to work in smaller groups to accomplish various tasks, such as identifying potential corrupt practices, developing an investigation plan, identifying and interviewing witnesses and defendants, analyzing financial data and presenting evidence in court.

Evictions Soar in Hot Market; Renters Suffer

Just after 7 a.m., sheriff’s deputies knocked on the door of the duplex apartment, holding a fluorescent orange eviction notice. The process was quick and efficient. A moving crew began to carry out the family’s possessions and stack them neatly at the curb. Celeste Wilson, the tenant, appeared on the front step in pajama pants.

Ms. Wilson, 36, explained that the family had missed a month of rent when her husband fell ill, so the landlady filed for eviction. Knowing they would be thrown out, the Wilsons had already found a new home, paying a double security deposit and an extra $300 because of the open eviction case.

“It’s the stability I worry about,” Ms. Wilson said, watching her five children trickle out into the yard that had been their playground for five years. “They’ve got to start off fresh, get new friends, new neighbors. It might not show now, but maybe later on in life.”

Opportunity for Service! Northwest Justice Project Accepting Letters of Interest for Its Board of Directors

The WSBA Board of Governors (BOG) is accepting letters of interest and résumés from members interested in serving on the Board of Directors of the Northwest Justice Project (NJP). There are three attorney positions open for three-year terms commencing January 2015 and ending in December 2017. Notice of BOG action will follow its November 2014 meeting.

The Northwest Justice Project is a 125-attorney statewide not-for-profit law firm providing free legal services to low-income people from 17 offices throughout Washington. NJP is funded primarily by the State of Washington and the federal Legal Services Corporation, with additional support from the Legal Foundation of Washington. NJP’s 2014 budget is $22 million.

Board members play an active role in setting program policy, assuring adequate oversight of program operations, and must have a demonstrated interest in, and knowledge of, the delivery of high-quality civil legal services to low-income people.

NJP’s Board is a working board. Board members are expected to attend quarterly meetings in Seattle normally on the last Saturday of January, April, July, and October. Board members also serve actively on one or more standing committees. The Board typically holds a one-day annual Board retreat, which may be held in conjunction with an appropriate equal justice conference. Attorney Board members are expected to participate and support NJP efforts in legal community activities and limited resource development efforts. Travel and lodging expenses are reimbursed, as appropriate.

Northwest Justice Project Seeking Winter/Spring Semester Intern/Extern in Its Foreclosure Consequences Advocacy Team

Under the supervision of experienced staff attorneys, the student will serve as part of a statewide team of legal services advocates who work cooperatively, with other providers, in bringing high quality representation to indigent individuals and communities. The law student will aid attorneys with legal research, interview and advise clients, and assist in case planning. Students may also help develop self-help materials for pro se litigants, develop training materials for staff and clients, work on outreach to minority communities, and work on other special projects, depending on the needs of the team.

The Foreclosure Consequences Advocacy Team addresses the impacts of foreclosures on individuals and communities. The team deals with a variety of issues, including, among others, (1) situations in which lenders or foreclosure sale purchasers fail to honor the rights of homeowners and tenants in homes that are being foreclosed; (2) vulnerable homeowners and tenants who need assistance with the transition to new housing; (3) scams involving mortgage rescue and credit repair; (4) predatory purchase and sale agreements; (5) neighborhood blight; and (6) promoting occupation of foreclosed homes.

All law clerks will be expected to bring the maturity and commitment to their work necessary to participate as members of a comprehensive, statewide equal justice delivery system.

International Justice Project Seeking Law & Policy Intern

The intern will research international criminal law, human rights law, and international humanitarian law to assist with the legal representation of clients at the International Criminal Court. Intern duties will also include compiling personal data, completing individual Standard Application Forms of Darfurian victims for participatory rights in ICC Proceedings, and monitoring and analyzing current legal and political developments pertaining to our cases.

Additionally, s/he will assist in drafting public statements related to our advocacy efforts. S/he may also be involved with tasks associated with fundraising, marketing, and outreach through social media.

Please note, this internship position is only open to current law students or recent law graduates.

Preferred qualifications:

1. Knowledge of international law, human rights law, international criminal law, or a related field.
