Fulbright-Clinton Fellowship provides opportunities for U.S. citizens to serve in professional placements in a foreign government ministry or institution in partner governments. Fulbright-Clinton Fellows build mutual understanding and contribute to strengthening the public sector while gaining hands-on public sector experience. The Fulbright-Clinton Fellowship also includes an independent academic study/research component.

Embassies, Fulbright Commissions (where applicable), and host country governments will coordinate appropriate professional placements for candidates in all public policy areas including, but not limited to, public health, education, agriculture, justice, energy, the environment, public finance, economic development, information technology, and communications.

Successful applicants must be young professionals who have a strong service orientation, flexibility and resourcefulness, outstanding organizational skills, a wide range of competencies including strong writing, communication and IT skills, and the ability to work behind the scenes in a supportive role. Fellows may be responsible for activities such as policy and budget development and analysis; program monitoring and evaluation; drafting speeches, talking points, and correspondence; record keeping and note taking; and general project management. Fulbright-Clinton Fellows will spend 32 hours per week in their professional assignments and 8 hours per week pursuing related academic projects.

Preliminary Results for the Civil Legal Needs Study Now Available

Mayor Introduces New Legislation Requiring Places of Public Accommodation to Designate All-Gender Restrooms

Today Mayor Ed Murray introduced legislation that would require all City-controlled and privately operated places of public accommodation to designate existing or future single-occupant restrooms as all-gender facilities. All existing City-controlled single-occupant restrooms (across all City departments, from City Hall to Parks) will be re-signed to conform to this new standard. The proposal was one that was introduced to the City by the Seattle LGBT Commission as part of its ongoing work, and is one of the early recommendations from the Mayor’s LGBT Task Force.

“The transgender community deserves the dignity and respect that most people take for granted,” said Mayor Ed Murray. “That’s why Seattle is building upon our history of being one of the most welcoming cities in the world by ensuring restrooms are available and safe for all.”

Volunteer Opportunity with the Washington Court Reports Commission, Application Deadline 7/9

The WSBA Board of Governors is accepting letters of interest and résumés from members interested serving a four-year term on the Washington Court Reports Commission. The term begins Aug. 2, 2015, and expires Aug. 1, 2019.

The Washington Court Reports Commission is as an advisory body for the Washington Supreme Court, regarding publication of official opinions from the state’s appellate courts. See RCW 2.32.160. The commission is chaired by Chief Justice Barbara A. Madsen. Additional members include a Supreme Court justice, a Court of Appeals judge, the state reporter of decisions, the state law librarian, the state code reviser, and two representatives from the WSBA. Members are appointed by the chief justice to serve four-year terms.

The commission is involved in issues, such as the periodic awarding of publishing contracts, publication of official opinions in the Washington Reporter series of books, and electronic publication of opinions. The commission usually meets once annually in the summer in Olympia or SeaTac.

The commission would find it particularly helpful for the Bar’s nominee to have an interest and knowledge in technology issues related to electronic publications of official documents.

Fair Housing Victory

On Thursday, June 25, the Supreme Court ruled that disparate impact can continue to be used as evidence in illegal discrimination cases. Under disparate impact, actions that create discrimination can be found to violate fair housing and fair employment laws, even if those actions do not intend to discriminate. U.S. courts have used disparate impact for decades to assess discrimination charges; the Supreme Court’s ruling means we can continue to take disparate impact into consideration.

WSBA Board of Governors Accepting Letters of Interest for Judicial Information Systems Committee, Due Tomorrow

The WSBA Board of Governors is accepting letters of interest and résumés from members interested serving a three-year term on the Judicial Information System Committee (JISC). The term begins Aug. 1, 2015 and expires July 31, 2018.

The JISC is the policy-level steering committee for the court’s automation system. The committee is composed of 12 Bar members, including four members representing each of three areas of the judicial system — appellate court, superior court, and courts of limited jurisdiction. Three at-large committee members from outside the judiciary include a Bar member, a member of the Washington Association of Sheriffs and Police Chiefs, and a member of the Washington State Association of Prosecuting Attorneys.

Reporting to the Director, this position will provide strategic leadership to the department and the city in efforts to align strategy and resources to address and end homelessness. This position will not directly provide operational management or oversight.

SEIU is a progressive, dynamic and growing labor organization representing over 2 million members in the United States, Puerto Rico and Canada, principally in the property service, public service, and health care fields. Attorneys in SEIU’s Legal Department engage in innovative lawyering to further the organization’s interests in organizing new workers, improving working conditions, engaging in political action, and achieving social justice. This includes representation of SEIU in litigation before courts and administrative agencies involving the National Labor Relations Act, the Fair Labor Standards Act, election campaign finance laws, and local and state labor relations statutes.

 Law clerks and externs in the SEIU Legal Department conduct legal research and draft legal memoranda, work with attorneys on pending litigation, attend hearings and conferences, and meet with union leaders.

ENVIRONMENTAL LAW FOUNDATION (OAKLAND, CA) – 2015 Fall Legal Internship

ELF is looking for one or more legal interns to work on a part- or full-time basis during the fall of 2015. We highly value interns’ contributions and we’re looking for someone who’s ready to produce legal work at a high level.

ELF’s legal interns will assist in all aspects of litigation on our docket. Generally, the interns will be conducting legal research and drafting memos, briefs, discovery and/or pleadings. To the extent feasible, the interns will also attend hearings and settlement meetings. The interns will work closely with a staff attorney who will supervise their work and provide feedback. Because of our small size and fast-paced environment, interns will be heavily involved in all aspects of our work, from strategy meetings to brief writing. Friends of Dow Constantine is the campaign organization for King County Executive Dow Constantine. In 2009, FODC prevailed in an 8-way, open-seat race for King County Executive, defeating Susan Hutchison in the general election, while raising $1.3 million. In 2013, FODC prevailed again, defeating Alan Lobdell by a margin of nearly 50 points, while raising nearly $1 million.

FODC is looking for a self-motivated, organized and focused full-time Political Director to manage FODC organizational responsibilities with the guidance of the candidate and senior advisors. Responsibilities include, but are not limited to:

  • Manage and maintain a database of supporters. This includes donors as well as subscribers who receive emails from FODC;
  • With the guidance of senior advisors, and in cooperation with contracted fundraising firm, manage and coordinate fundraising activities, including scheduling events, email communications, adherence to monthly/quarterly goals;

The Legal Division of the Consumer Financial Protection Bureau (CFPB) seeks 2L or 3L law students for its Washington, DC office starting in September 2015 and ending in December 2015. The central mission of the Consumer Financial Protection Bureau (CFPB) is to make markets for consumer financial products and services work for Americans—whether they are applying for a mortgage, choosing among credit cards, or using any number of other consumer financial products. The consumer bureau is working not only to write effective rules, but also to educate consumers, enforce the law and study consumer financial markets. Above all, this means ensuring that consumers get the information they need to make the financial decisions they believe are best for themselves and their families—that prices are clear up front, that risks are visible, and that nothing is buried in fine print. In a market that works, consumers should be able to make direct comparisons among products and no provider should be able to build, or feel pressure to build, a business model around unfair, deceptive, or abusive practices.

The Legal Division serves as counsel to the Bureau, advising the Director on all legal matters; reviewing documents for clearance, rulemakings, enforcement, and other policymaking projects; handling defensive, appellate, and amicus litigation; managing and overseeing responses to Congressional requests for information; and ensuring compliance with federal ethics regulations and other federal guidelines. The Legal Division has three components: (1) General Law, Ethics, and Oversight, (2) Law and Policy, and (3) Litigation.

The ABA Commission on Domestic & Sexual Violence is seeking a staff attorney for its training and technical assistance team

The Commission is seeking a full-time Staff Attorney to manage national training and technical assistance projects at its Washington, DC office. Funding is from the United States Department of Justice, Office on Violence Against Women. As a part of the Commission’s Technical Assistance Unit, the attorney will have responsibility for working in a team to plan, develop and host national, multi-day, in-person, web-based and telephonic continuing legal education programs for attorneys representing victims of domestic violence, dating violence, sexual assault and stalking.

Responsibilities include: identification and recruitment of subject-matter experts as faculty; coordination of curriculum design; development of publicity and registration materials; development, editing, and publication of written resources; contracting with training sites and other vendors; managing registration; on-site coordination of in-person trainings; and budget management.

Although this is not a litigation position, the attorney must have the skills and experience to work effectively with experts to create training materials for attorneys to provide high-quality representation to victims of domestic violence, dating violence, sexual assault and stalking in civil protection order cases, custody cases and related civil matters.

LAWYERS’ COMMITTEE FOR CIVIL RIGHTS UNDER LAW – 2015-2017 JERRY SHESTACK JUSTICE FELLOWSHIP

The Lawyers’ Committee for Civil Rights Under Law, a premier national civil rights legal organization, is pleased to announce the creation of the Jerry Shestack Justice Fellowship. The fellowship provides the opportunity to become familiar with civil rights practice by working with many of the nation’s leading civil rights experts at the national office of the Lawyers’ Committee in Washington, D.C. Our fellows become involved with substantive legal activities, which involve co-counseled litigation with prominent law firms, including client contact, case investigation, discovery, negotiations, amicus briefs, appeals, and trial practice.

The Jerry Shestack Justice Fellowship is a two-year litigation-focused fellowship that will be selected on a bi-annual basis by the Lawyers’ Committee in consultation with the Shestack Justice Advisory Committee. Jerry Shestack was an extraordinary lawyer and a driving force in advancing the cause of civil and human rights. One of his greatest legacies was his central role in the founding of the Lawyers’ Committee for Civil Rights Under Law in 1963.

Law school graduates who have passed the bar and have 2 to 3 years of outstanding litigation experience and/or judicial clerkships are eligible. The chosen Fellow will have demonstrated a passion and commitment to civil rights issues and public service and have shown promise of becoming an exceptional litigator.

UW Law/ QLaw Foundation Sher Kung Grant Summer Grant

Are you a member of the LGBT community or an ally? Do you have a full-time summer internship that focuses on promoting the rights of LGBT persons or persons living with HIV/AIDS? Will you be working with a non-profit organization or government agency?

If so, you may be eligible for up to a $5000 grant to fund full-time work (at least 400 hours over the duration of the summer). The goal of the QLaw Foundation’s Sher Kung Grant is to ensure that unmet legal needs in the LGBT community are recognized and prioritized, and that the next generation of legal advocates for LGBT rights develop the skills necessary for careers in public interest law.

Applicants should have a demonstrated commitment to advancing LGBT rights and/or the rights of persons living with HIV/AIDS. Preference is given to applicants who are either a Washington State graduate student, a student working on projects within Washington State, or a student who has a demonstrated interest in working in Washington State after graduation.

All students working on behalf of LGBT rights or persons living with HIV/AIDS – including allies who do not personally identify as LGBT – are encouraged to apply.

UW Law Joan Fitzpatrick Fellowship

Professor Joan M. Fitzpatrick was a much loved and universally respected professor of human rights and international law at University of Washington School of Law. She helped establish human rights law as a legitimate field of legal specialization, tackling issues such as protecting refugees, promoting women’s rights, campaigning for gay and lesbian rights, and enforcing human rights during states of emergency. After her untimely death, students of Professor Fitzpatrick, determined to honor their beloved professor and the ideals she stood for, established the Joan M. Fitzpatrick Fellowship in Human Rights as a permanent memorial in her name.

The Joan Fitzpatrick Fellowship in Human Rights (“Fellowship”) is awarded to a University of Washington School of Law student. The purpose of the fellowship is to provide financial assistance to a UW School of Law student who has demonstrated an interest in human rights law, and who is performing (or planning to perform) unpaid law-related work in human rights during the summer or the following academic year.

Eligibility: All continuing UW School of Law students are eligible to apply for the Fellowship. “Continuing” means students who will be enrolled as full time law students at UW School of Law for one or more quarters during the academic year following the Fellowship. In line with Prof. Fitzpatrick’s lifetime goal of encouraging J.D. students to pursue human rights as a legitimate field of study and career specialization, the Selection Committee will give preference to students who are 1Ls and 2Ls at the time of application.

Purpose of the Fellowship: The Fellowship is for a UW School of Law student with a demonstrated commitment to international human rights and an interest in working in the field in the future. The Fellowship award is intended to enable the recipient to travel and work at a nongovernmental, governmental or intergovernmental organization working on human rights and make a significant contribution during the period of fellowship (typically during the summer). The Fellowship is not intended to support research at an academic institution.

Funding Amount and Restrictions: The Fellowship amount is generally between $5000-$6000; the amount for this year will be updated soon. The recipient will be required to obtain the consent of the Joan Fitzpatrick Endowment Fund Committee (“Committee”) before receiving any additional funding. The recipient cannot simultaneously accept PILA funding.

How to Apply: Submit a cover letter, resume, unofficial transcripts, two letters of recommendation and no more than a 3 page proposal for your proposed work. The proposal should include a proposed financial budget that the applicant will implement and which demonstrates the financial feasibility of the project. UW Center for Human Rights Fellowship: Abe Osheroff and Gunnel Clark Endowed Human Rights Fund for UW Students

osheroffThe Osheroff and Clark fund provides financial resources for undergraduate and graduate students to support human rights projects that promote social change through direct action. In 2015, we anticipate having approximately $4000 available to distribute; the entire amount may be issued in a single award or split between multiple awardees. The number of awards and amounts will vary depending on the number and quality of applications.

All undergraduate and graduate students at the University of Washington (Bothell, Seattle, Tacoma) are eligible to apply. All hands-on human rights projects aiming to achieve real-world impact — in other words, to improve human rights — are eligible, whether the work is to be carried out in the United States or elsewhere in the world. In keeping with Abe’s and Gunnel’s belief that accountability begins at home, priority will be given to projects that speak to the particular roles and responsibilities of our own institutions (including government, private sector entities, and the university itself) in human rights.
