Many federal agencies hire new attorneys primarily (and sometimes solely) through an “Honors Attorney Program.”  These programs are also sometimes called federal fellowships and usually last about two years. 3Ls can typically apply in their summer between 2L and 3L year until around Labor Day depending on the federal agency. Each department/agency administers their program so there’s no centralized application process. Applicants need to research specific agencies directly and learn about their program guidelines, eligibility requirements and application procedures. There are many federal agencies that hire entry-level attorneys through this process. The agency/department (not surprisingly) hires the most attorneys is the US Department of Justice– but don’t limit your search there. There are plenty of other agencies that hire attorneys (most years) that can offer great opportunities to work for justice. Examples include but are not limited to: State Dept, CIA, EPA, FTC, FDIC, HUD, DOL, FCC, IRS and even the Nuclear Regulatory Commission. Keep in mind that each agency announces their application period at different times so don’t despair if you don’t see updated info for 2014. Keep checking. The Michael F. Vaccaro Fellowship (which begins in the fall of 2014) is open to U.S. citizens with excellent academic credentials and a strong interest in an environmental career or the public sector, and who are:

  • 2013 and 2014 graduates from an accredited law school, or
  • current judicial clerks (one or two years out of law school), or
  • JAG attorneys completing their initial tour of duty following completion of law school.

A law school graduate who has been employed as an attorney, other than judicial clerks and JAG service, will not be considered.

The Michael F. Vaccaro Honors Attorney Fellowship provides a unique opportunity to practice law in a major governmental environmental organization, and to receive extensive training in and exposure to environmental law and policy work in the public sector. The Fellowship recipient will work in the Office of Regional Counsel on particular matters arising under the major federal environmental statutes (such as the Clean Water Act, the Clean Air Act, Superfund, and the Resource Conservation and Recovery Act) and other federal statutes relevant to EPA Region 3 operations (such as the Ethics in Government Act, the Civil Rights Act, and the Freedom of Information Act). These matters typically require the application of emerging law and policy to significant environmental issues in Region 3. The Fellowship will also include an opportunity to manage environmental enforcement cases.

The EOLC Fellow working for CJDC will focus his or her efforts on providing legal assistance to persons with a legal barrier to employment due to their juvenile histories by focusing on expunging juvenile records and removing individuals from the sex offender registry when they are required to register due to juvenile adjudications. The fellow will assist in the creation of both practice standards for expungement and deregistration cases and indigency guidelines; marketing the expungement and deregistration program; participating in community education and direct pro bono assistance; and supervising interns, students, and pro bono attorneys who provide assistance in expungement and deregistration to clients. The Mississippi Center for Justice seeks applicants for an Equal Justice Works AmeriCorps Legal Fellow position to be funded by the Corporation for National and Community Service (administered by Equal Justice Works) and the Mississippi Center for Justice. Beginning between August and September, 2014, the fellow will work at the Center’s Jackson office on re-entry issues in order to remove legal barriers to employment for economically disadvantaged individuals. Based on Equal Justice Works/AmeriCorps guidelines, the term of service is two years, pending renewal after the first year.

The fellowship will focus on getting former prisoners back to work, providing assistance in expungement, license renewal, and assistance with managing financial challenges such as child support obligations and debt. Court cases will be filed for expungement of records and modification of outstanding child support obligations that have remained unpaid while a responsible parent was incarcerated. The Equal Justice Works AmeriCorps Legal Fellow will assist in removing legal barriers to employment by getting professional licenses reinstated and assisting former inmates in getting driver’s licenses. In addition, the Equal Justice Works AmeriCorps Legal Fellow will work with community organizations such as the City of Jackson’s Fresh Start Program to provide employment opportunities for clients. The Fellow will develop leadership and management skills as well as a broad network of partnerships. S/he will work in partnership with law students and pro bono attorneys to assist clients in gaining expungements. OASThe Human Rights Specialist will work as part of the team which supports the work of the Rapporteurship on the Rights of Indigenous Peoples.  In this capacity, he or she will work under the general supervision of the Executive Secretary of the Inter-American Commission on Human Rights (IACHR), either directly or through the corresponding Specialist.  In this sense, the Human Rights Specialist will be responsible for the following duties:

Sample Duties Include:

  • Advice on the presentation of contentious cases and requests for advisory opinions before the Inter-American Court.
  • Draft case reports setting forth specialized analysis, conclusions and recommendations for Commission consideration.
  • Contribute to the implementation of the individual petition system governed by the inter-American human rights instruments, preparing specialized opinions regarding complaints received against Member States at the study, admissibility, and merits stages.  Prepare specialized opinions related to requests for precautionary measures.
  • Advise petitioners and state representatives on the application of petition procedures and other matters related to human rights. Provide technical advisory services for other organs or agencies of the Organization, in relation to drafting and implementation of juridical international instruments in the field of human rights.
  • Monitor the overall situation of human rights of indigenous peoples in the Americas by contacting and maintaining sources, collecting and reviewing information, coordinating general hearings before the Commission, and consulting with the Commission Rapporteur.  Prepare special reports on the situation of human rights of indigenous peoples and on selected human rights issues. This requires gathering and evaluating data from a wide range of sources, legal research and analysis, editing and translating documents, and the drafting of reports for publication, pursuant to Commission approval.

The Kenneth L. The Schubert Diversity Fellow will receive a paid l 0-week Summer Associate position at the firm between their second and third year of law school. After successful completion of the Summer Associate position and upon acceptance by the Fellow of an offered attorney position with the firm , the Schubert Diversity Fellow will receive an additional $15 ,000 ($7,500 payable at the start of the first semester of the third year, and another $7,500 payable at the start of the second semester of the third year upon showing of continued outstanding academic performance).

Eligibility: The Kenneth L. Schubert Jr. Diversity Fellowship is open to all second year law students (including, but not limited to, persons of diverse social, cultural, ethnic, racial, GLBT groups and those with physical limitations) who are committed to diversity and inclusion in the profession and who will contribute meaningfully to the diversity of the Firm. Background: South Africa continues to be regarded as one of the most intriguing and compelling examples of constitutionalism in the transition to democracy. Its Constitution is viewed as one of the world’s most progressive founding charters.

The Constitutional Court, the country’s highest court, is the guardian of that promise. It has, in a range of ground-breaking decisions, given content to the Constitution’s guarantees by, for instance, ruling the death penalty unconstitutional; upholding full equality for gay and lesbian people; declaring that resident non-citizens are entitled to social benefits; and ordering the government to make anti-retroviral treatment available to pregnant mothers living with HIV/AIDS.

About the Position of a Foreign Law Clerk: Each year, six to ten young lawyers from around the world serve as foreign law clerks to the Constitutional Court. Working alongside two South African law clerks, foreign law clerks assist a specific judge in performing his or her duties.

The responsibilities of foreign law clerks are essentially the same as those of their South African counterparts and similar to judicial clerks elsewhere in the common law world. These include extensive legal research and writing, as well as the formulation, drafting, and editing of judgments. The Court itself is highly collaborative, allowing for substantial engagement among clerks from all Chambers.

Foreign clerks are generally appointed to serve one six-month term. Some may, however, serve for longer and sometimes in more than one Chambers.

Foreign law clerks are not remunerated by the Court. So, it is essential that they seek their own funding to cover their expenses, including food, accommodation, travel to South Africa, visas and travel to and from work.

Snohomish County Public Defender Association Seeking 1L & 2L Summer Interns/Externs

The Snohomish County Public Defenders Association is seeking  2L Summer interns for  2014 Rule 9 positions and 1L Summer interns for legal research positions.  The Snohomish County Public Defenders Association represents indigent individuals in the Superior and District Courts of Snohomish County.  Currently the office has a Felony unit, Misdemeanor unit, Civil Commitment unit, and a Predator unit.

Rule 9 Positions: The Rule 9 positions will be in the Misdemeanor unit at the office.  Each intern will be paired up with a supervising attorney who will assign tasks as needed. After an initial training period, which will last approximately two weeks, the position will require frequent court appearances, meeting with clients, possible interviews at various correctional facilitates, motions practice, and any other task assigned by a supervising attorney.  The position will likely require a significant amount of time in court.  Only those interested in working with indigent people and who are interested in trial work should apply.  Positions are unpaid.  Externship credit is possible but will require the student to coordinate with the school.

Legal Research Positions: Generally the interns will be responsible for conducting research and writing projects as assigned by a supervising attorney with specific projects coming from any of the above units.  Additionally other projects may be assigned as needed and depending on the interns’ interest.

The 1L interns will go through a portion of the training that the 2L Rule 9 interns will go through.  After that training period the interns will generally be assigned research and writing projects.  These projects will come from, at least historically, all units within the office.

Yakima County Department of Assigned Counsel Seeking Entry-Level Public Defender

There is one opening for an attorney with Yakima County Department of Assigned Counsel.   Assignment and duties will depend on experience and the needs of the Department and are subject to change. Initial assignment will be in the Juvenile  Court for representation of juveniles in offender proceedings and juveniles in ‘Becca’ proceedings .   Applicants who have at least two years of prior experience and otherwise qualify for a position may be hired in either the Attorney I or Attorney II classification.  The hiring salary range for the Attorney I classification $51,074 – $59,764 per year and the hiring range for the  Attorney II classification is $63,460 to $74,744 per year.  This position is “at will” and serves at the pleasure of the Director of the Department of Assigned Counsel.

Essential Functions: Attorney I positions are given assignments and cases at the entry to moderate level of complexity and seriousness.  Functions listed below are a representative sample.

Criminal Matters:  Provides legal advice and representation for accused at in-custody arraignment proceedings.  Responds to individuals arrested who wish to consult with an attorney at critical stages of proceedings, which may involve on-call rotation work. Interviews and confers with clients regarding facts, plea discussions, trial, sentencing and progress of case. Evaluates each case assessing its factual and legal sufficiency under the law at each stage of a criminal proceeding by reviewing police and other reports and analyzing all information available. Evaluates strengths, weaknesses and facts of each case for purposes of additional investigation, plea negotiations, development of case strategy and trial preparation. Coordinates or conduct case investigation for trial preparation as necessary.  Arranges for tests of physical evidence, testimony of expert witnesses and interview or direct interviews of witnesses as required. Instigates or responds to plea bargaining negotiations with opposing counsel and represent the interest of the client. Represents clients at preliminary appearances, arraignments, pre-trial motions, pleas of guilty, sentencing hearings and post-trial matters such as restitution hearings and sentence reviews/amendments.  Conducts all trial actions, including: selection of jury, opening arguments, direct and cross examination, introduction of evidence and exhibits, preparation of jury instructions, closing arguments and post trial motions.

Civil Matters:  Represents clients at all stages of civil commitment proceedings, Involuntary Treatment Act hearings (mental), child support proceedings, paternity proceedings, contempt proceedings, child dependency proceeding, truancy  and other ‘Becca’ proceedings, and drug forfeiture proceedings. Performs case evaluation, additional investigation, trial preparation, settlement negotiations, pre-trial motions, trials and appeals as required. Performs other job-related duties as required.

Asian American Legal Defense & Education Fund Now Accepting Applications for Summer Intern Program

Founded in 1974, the Asian American Legal Defense and Education Fund (AALDEF) is a national organization that protects and promotes the civil rights of Asian Americans. By combining litigation, advocacy, education, and organizing, AALDEF works with Asian American communities across the country to secure human rights for all.

Internships for the summer of 2014 are available in the following program areas: Anti-Trafficking, Community Health Care Initiative, Economic Justice for Workers, Educational Equity, Housing Justice Project, Immigrant Access to Justice, Voting Rights

Description of Summer Internship Program:  The summer program is ten weeks, from approximately June 2 through August 8Interns work full-time and are supervised by attorneys in specific program areas.  Depending on the program area, interns will work on litigation, legal and policy advocacy, community outreach and education, or client intakes; each program area differs in emphasis.  Summer interns attend weekly brown bag lectures on a range of public interest legal topics along with interns from other legal defense funds and civil rights groups.  The position is unpaid.  However, in previous years many AALDEF interns have been successful at securing independent funding.  Academic credit can be arranged.

HRWAlan R. and Barbara D. Finberg Fellowship – Established in memory of Alan R. and Barbara D. Finberg, early supporters of Human Rights Watch (“HRW”), this fellowship is open to recent graduates (at the Master’s level) in the fields of law, journalism, international relations, or other relevant studies. Graduates with LL.B. degrees or advanced degrees in other relevant disciplines may also be considered.

Fellows typically work full-time in Human Rights Watch’s New York or Washington, D.C. office or in some instances in another location. The NYU, Sandler, and Finberg Fellows work full-time for one year with Human Rights Watch.

Fellows monitor human rights developments in various countries, conduct on-site investigations, draft reports on human rights conditions, and engage in advocacy and media outreach aimed at publicizing and curtailing human rights violations.

Past fellows have conducted research and advocacy on numerous different issues in countries all over the world. Recent examples include projects on: police corruption and access to justice in Liberia; accessibility for people with disabilities in Russia; youth in solitary confinement in US prisons; hazardous child labor in artisanal gold mining in Tanzania; police abuse of gay men in Kyrgyzstan.

Washington Office of Administrative Hearings Hiring ALJs

The Washington Office of Administrative Hearings is seeking applications for pro tem or full time ALJs working out of the Tacoma and possibly Seattle offices.  Pro tem is very flexible scheduling and where ALJs can hold hearings by phone (from  home!) even though technically working out of the Tacoma office.  They have an “open posting”  we know they need to hire in the near future.

An Administrative Law Judge (ALJ) may conduct several types of hearings, including, but not limited to child support, public assistance, unemployment insurance, professional licensing, and other government benefit or regulatory programs. Hearings vary in complexity. Some, like toll violation appeals, involve fast-paced, high volume work with minimal decision-writing. Others relate to agency regulatory activities and may involve hearings over several days, substantial motion practice, and complex legal issues. ALJs are expected to manage the variety in case type and complexity.
ALJs provide high quality and timely administrative hearings and decisions pursuant to RCW Chapter 34.05 and other applicable laws consistent with the requirements of due process. ALJs provide courteous and fair treatment to all concerned. The ALJ works as called upon to support and carry out the agency mission, vision, values, and goals.

Southern Poverty Law Center Seeking Summer 2014 Summer Legal Interns (Paid!)

SPLCThe Southern Poverty Law Center offers summer internships to exceptional second year law students who possess strong academic backgrounds, excellent research and writing skills, and a commitment to public interest law. The Center is a national non-profit organization dedicated to reducing bigotry and oppression through education and litigation.  Our Legal Department focuses on cases involving the rights of children, prisoners, immigrants, the LGBT community, victims of hate crimes, and issues affecting economically disadvantaged communities.

Interns in the Montgomery office will work primarily on issues affecting children, prisoners, the LGBT community, and economically disadvantaged communities.

Summer interns assist Center attorneys, advocates, and paralegals with significant legal research and writing, field investigations, outreach, and public policy advocacy.

Interns receive $700.00 per week.  Start dates are somewhat flexible, but interns are expected to begin sometime in early June 2014.  A minimum commitment of ten weeks is expected.

The Center for Popular Democracy (CPD) is a high-impact national organization based in New York City that promotes equity, opportunity, and a dynamic democracy by partnering with grassroots organizations around the country to build community power and transform the state and local policy landscape. Working in the areas of immigrant rights and racial justice as well as economic and community justice, CPD provides legal and strategic support on state and local legislative campaigns that advance a pro-worker, pro-immigrant, racial justice agenda. We also collaborate with established and emerging grassroots groups as they develop and refine their community organizing methodology and internal management, fundraising, and communications infrastructure. We currently are engaged in 90 projects in 26 states. Our team of nine attorneys and law graduates provides policy, legal, and strategic support on wide array of legislative and administrative campaigns.

CPD seeks talented, public interest-oriented 2Ls to participate in our summer Internship in Community Lawyering & Policy Innovation. Students will provide critically important support for CPD’s work in both issue areas through:

  • Legal research and analysis that supports development of viable policy options;
  • Policy research and analysis that identifies and evaluates approaches taken in jurisdictions across the country;

In addition, interns will conduct campaign research that informs strategy and produce related materials such as draft legislative language, proposal summaries and op-eds.

2014 Law Student Union Summer Applications Now Available

LSUS-2013_articleimageLaw Student Union Summer (LSUS) is a unique and exciting 10-week internship for law students that combines front-line, labor-related public interest legal work with grassroots organizing in ongoing campaigns by AFL-CIO-affiliated unions throughout the country.

In addition to legal research and writing, LSUS interns are involved in community outreach, member mobilization, corporate and other non-legal research, legislative campaigns and general litigation.

Responsibilities may include interviewing workers and drafting memoranda with factual and legal analysis in connection with presenting evidence to the National Labor Relations Board in unfair labor practice investigations and administrative hearings or to similar state public sector agencies. Labor-related public interest work may be performed in connection with issues that may arise during organizing or contract campaigns, such as: wage and hour violations, discrimination claims, immigration issues, environmental regulatory actions, whistle-blower protections and/or others. Organizing activities, including canvassing, planning and implementing solidarity-building activities and participating in meetings and home visits, are another primary component of the program. Travel may be required; work will vary from placement to placement; students may be based in an organizing office, local union, national union headquarters or law firm.

Provide Estate Planning Legal Services for Alaskan Tribes: Bristol Bay Native Association Now Accepting Applications from Graduation 3Ls for Post Grad Fellowship

Alaska map for BBAThe Center for Indian Law & Policy at Seattle University School of Law and the Bristol Bay Native Association (BBNA) has developed a project to provide estate planning services to BBNA members. The members reside in 36 villages in a remote area around Bristol Bay, Alaska. We are seeking a full-time Fellow to reside in Dillingham, Alaska, where BBNA is headquartered, for 9 months, from September 2013 through May 2014. The Fellow will travel to villages with BBNA staff to meet with clients and provide estate planning services. The Fellow will be supervised by Center personnel and will have on-site contact with an Alaska Legal Services attorney.

Qualifications: This is a unique opportunity for a recent law school graduate to gain hands-on legal experience in a unique location! BBNA members have special estate planning needs, and the Fellow will undergo training on those special needs, as well as estate planning for native Alaskans.

Salary: expense stipend of $34,000

Fair Food standards councilThe Fair Food Standards Council is at the cutting edge of human rights in agriculture, serving as the monitoring and enforcement organization of the Fair Food Program. The FFSC is charged with monitoring and enforcing the agreements between the Coalition of Immokalee Workers, growers and buyers in Florida’s tomato industry.

The FFSC conducts audits at all Participating Growers, interviewing management and workers to determine whether the Fair Food Code of Conduct is properly implemented. Our staff also responds to a 24 hour, 7 day a week hotline, investigating and resolving worker complaints.

The position requires excellent interviewing skills, attention to detail, making findings of fact and applying the Code of Conduct to those facts, drafting comprehensive reports, negotiating corrective action plans, complaint intake, investigation and resolution through negotiation or formal decision drafting, legal research and memoranda of law on issues affecting farmworker rights and presentations to staff and director. CHRCL photoThe Center for Human Rights and Constitutional Law is a Los Angeles non-profit organization that works for the civil and human rights of insular minorities, including immigrants, refugees, children, and indigenous peoples.

A partial list of the Center’s major litigation includes Plyler v. Doe, 457 U.S. 202 (1982) (challenge to state statute excluding undocumented children from public elementary schools); Reno v. Catholic Social Services, 509 U.S. 43 (1993) (national class action for persons unlawfully denied legalization under the Immigration Reform and Control Act of 1986); Reno v. Flores, 507 U.S. 292 (1993) (national class action on behalf of children denied release on bail pending the outcome of deportation proceedings); League of United Latin American Citizens v. Wilson, 131 F.3d 1297 (9th Cir. 1997) (state-wide class action challenging constitutionality of state proposition denying health care, social services and education to suspected undocumented immigrants); and Perez-Olano v. Gonzalez, 248 F.R.D. 248 (C.D. Cal. 2008) (nationwide class action enjoining policies and practices blocking abused, abandoned, and neglected immigrant children’s access to protective services and lawful permanent residence).

The Center seeks a full-time attorney to work on complex litigation, policy analysis and advocacy, and to assist in providing technical support, advocacy support, and training to lawyers and paralegals employed by California legal services programs. The position requires a creative, pro-active, and rigorously intellectual approach to the practice of law, as well as a strong desire to work in the public interest.

Qualifications:  J.D. degree from an ABA-accredited law school; Active membership in the California Bar; Exceptional legal research, writing, analytical, and oral advocacy skills; Demonstrated commitment to social justice and the practice of law in the public interest; Expertise in constitutional law, immigration law, and/or federal litigation preferred; Ability to assist in grant administration and reporting.

Salary: $50,000-70,000 per year depending on qualifications. Benefits include medical and dental insurance, sick leave and annual vacation, and the opportunity to learn or hone high-level litigation skills.
