API Chaya supports Asian, South Asian, and Pacific Islander survivors and families impacted by domestic violence and sexual assault, as well as human trafficking survivors from all communities. API Chaya engages communities to change societal conditions that enable domestic and sexual violence, human trafficking and all forms of oppression, especially violence against women and the most vulnerable in our society.

Legal Intern Duties include:

  • Supporting Advocates to help survivors of domestic violence and sexual assault with legal matters (immigration law, family law, protection orders and criminal law)
  • Accompanying program participants to Protection Order hearings
  • Working with local legal aid organizations to better serve survivors
  • Working in partnership with pro-bono attorneys assisting program participants
  • Possibility of community organizing/engagement opportunities for interns working more hours
  • Other tasks as assigned

Desired qualifications:

  • Bilingual, particularly in Asian, South Asian, or Pacific Island languages
  • Experience or familiarity with the issues we address and communities we serve as well as previous legal experience
  • Have taken courses on family law and immigration law or will be taking it in the course of the internship

The intern will work approximately 10-20 hours/week and will be required to complete extensive training on domestic violence and sexual assault before working with survivors.

Time Frame: A minimum of six months commitment works best for our organization.

This internship runs between September 2016 to June 2017. An intern should be able to commit 10-20 hours a week, for a total of 250-500 hours. Compensation: A $2500 stipend is provided, funded by the South Asian Bar Association of WA. Applicants must be pursuing degrees or career paths in legal work or currently enrolled in law school. If students make a commitment of 2 quarters/semesters, they may independently explore the possibility of receiving a stipend for one quarter/semester and arrange for school credit for the other. Public International Law & Policy Group Overview The Public International Law & Policy Group, a 2005 Nobel Peace Prize nominee, is a non-profit organization that operates as a global, pro bono law firm providing free legal assistance to governments, sub-state entities and civil society groups engaged in negotiating and implementing peace agreements, drafting post-conflict constitutions, and establishing and operating transitional justice mechanisms.  To facilitate the utilization of this legal assistance, PILPG also provides policy formulation advice and training on matters related to conflict resolution.   PILPG has advised over 20 governments, sub-state entities, and civil society organizations involved in the negotiation and implementation of peace agreements, post-conflict constitutions, and transitional justice mechanisms, including in Bosnia-Herzegovina, Burma, Egypt, Darfur, Georgia, Kenya, Kosovo, Iraq, Libya, Montenegro, Nepal, South Sudan, Sri Lanka, Syria, Tanzania, Uganda, and Yemen.  PILPG has also provided legal assistance to every international criminal tribunal.

Position Overview:   PILPG’s Washington, D.C. office is currently hiring for Assistant Counsel, who will support PILPG’s work from PILPG’s headquarters in D.C.  Assistant Counsel will be responsible for working closely with Senior Counsel and Counsel to provide legal advice to PILPG’s clients, and help to manage the implementation of programs.  Depending on the nature of the work to which the Assistant Counsel is assigned, travel to PILPG’s field offices and other client locations may be required.

Role & Responsibilities:   The primary duties as Assistant Counsel will include, but shall not be limited to, the following:

  • Researching, drafting, and editing legal memoranda, training materials, policy proposals, and other resources on substantive topics relating to public international law and PILPG clients;
  • Participating in and organizing workshops, trainings, and other PILPG events;
  • Working closely with PILPG’s D.C. office on program design and development;
  • In coordination with PILPG’s Vice President of Strategic Partnerships, collaborating with PILPG’s strategic partners, including private law firms and pro bono staff;
  • Assisting with management of client and key partner relationships, including government officials and members of civil society;
  • Reviewing, editing, and managing the production of legal work produced by PILPG legal research and drafting teams;
  • Providing support to field staff and senior members of program teams with program management tasks, including tracking monitoring and evaluation indicators, establishing and reviewing work plans, and maintaining relationship with donors;
  • Assisting in the drafting and review of periodic reports on program progress for submission to PILPG’s funders; monitoring and reporting requirements for PILPG overseas programs, including the drafting and review of periodic reports;
  • Based on program needs, traveling to work with clients in the field and supporting PILPG programming overseas; and
  • Other duties as assigned.

Qualifications for PILPG Assistant Counsel include:

  • A law degree;
  • A current bar membership;
  • One to three years previous professional experience, preferably in international law or a related field;
  • Previous program management experience preferred, does not necessarily need to be post-law school;
  • Ability to work independently, while also collaborate with a team;
  • Ability to effectively prioritize and manage multiple assignments;
  • Knowledge of public international law;
  • Strong legal drafting, editing, and research skills;
  • Fluency in English; and
  • Fluency in another language, particularly French or Arabic, would be an asset.

The Center for Children & Youth Justice (CCYJ) is seeking to sponsor an applicant for a two-year Equal Justice Works (EJW) Fellowship, Skadden Fellowship, or other post-graduate legal fellowship focused on the replication/expansion of CCYJ’s Lawyers Fostering Independence program (LFI) from its current location in Seattle, WA to areas in need outside of King County. The fellowship would begin in the fall of 2017, is based in Seattle, WA, and will require travel.

Background

The Center for Children & Youth Justice was founded in 2006 with one mission: reform the foster care and juvenile justice systems to improve the lives of generations of children and youth. Our focus is large-scale, lasting systemic change. We carry out the research, pilot projects, policy advocacy, and grassroots engagements that make that change possible. No one else is doing this critical work. Our work is effective because we collaborate with all systems stakeholders including families and youth impacted by systems involvement.

LFI is a one-of-a-kind program that CCYJ began in 2008 with the aim of improving outcomes for current and former foster youth by providing civil legal aid to remove barriers that stand in the way of successful, independent adulthood. Every year in Washington over 500 young people age out of foster care and experience elevated rates of poverty, homelessness, and unemployment as compared to their peers from intact families. Current and former foster youth also struggle to overcome legal impediments, such as juvenile records, bad credit due to identity theft, domestic violence, and housing justice issues. Through the coordinated efforts of volunteer attorneys and partner service providers, LFI is able to help current and former foster youth reach for their future without being blocked by their past. Doing so enables LFI clients to secure stable housing, good employment, and desired education, i.e., the necessary pillars of a successful life. LFI currently operates in King County with the goal of replicating/expanding statewide on a county-by-county basis.

Job Description

CCYJ is eager to sponsor a law student graduating in 2017 or recent law school graduate (including judicial law clerks) who are interested in partnering with CCYJ to apply for an Equal Justice Works Fellowship to start in Fall 2017. The sponsored candidate would work with CCYJ to submit a project proposal to research, design, implement, and evaluate the sustainable replication/expansion of LFI into other Washington counties in collaboration with community partners. If selected, under the supervision of LFI’s Managing Attorney, the fellow will:

  • Provide direct service and representation to clients to further develop context for general legal issues faced by LFI clients and for a deep understanding of how LFI operates now and how it can best be replicated/expanded elsewhere
  • Research and identify county-based need/demand and existing support structures for LFI services in selected areas in Washington
  • Develop a manual to be used in aid of the replication/expansion of LFI
  • Coordinate and lead an advisory group in counties identified for replication/expansion
  • Build local partnerships with law firms, service providers, and community stakeholders to learn about local issues and ensure success of services implemented
  • Recruit, train, and provide support to volunteer attorneys
  • Provide educational workshops to service providers and community stakeholders to increase engagement and support for the services implemented
  • Lead and evaluate data collection and program evaluation
  • Provide advocacy and support for legislative efforts on laws supportive of LFI clients
  • Provide other support, as needed, to LFI’s Managing Attorney

Requirements

  • Graduate from an accredited law school by the time the fellowship begins
  • Apply for bar membership in Washington state within the first year of the fellowship, or before
  • Demonstrate commitment to serving the underserved
  • Be a motivated, ambitious, self-starter
  • Possess skills in oral and written communication
  • Fluent in English 

Preferred Requirements

  • Graduate from an EJW member law school
  • Have skills needed to effectively conduct community meetings and educational workshops
  • Possess ability and interest in community engagement
  • Have experience working in civil legal aid, volunteer coordination, and/or social services
  • Fluent in Spanish

Salary

DOE, competitive with other Seattle-based nonprofit organizations focused on legal services

PILA is not the only game in town! The Curtin Justice Fund Legal Internship Program is seeking motivated law student interns to apply for stipends available for summer 2016. The Program will pay a $2,500 stipend to three law school students who spend the summer months working for a bar association or legal services program designed to prevent homelessness or assist homeless or indigent clients or their advocates. The ideal intern will have a demonstrated interest in public interest law and experience working with poor people or on issues affecting them. All law students are eligible, and first year law students are encouraged to apply. The application deadline for Summer 2016 is Monday, March 28, 2016.

Updated Inter-American Commission Report Reviews Gender Equality, Women’s Rights Standards

Containing references to relevant IACHR’s merits decisions and thematic and country reports, judgments of the Inter-American Court of Human Rights (IACtHR), and provisions of regional instruments such as the American Convention on Human Rights, American Declaration of the Rights and Duties of Man, and Convention of Belém do Pará, the report is a comprehensive examination of the standards of the Inter-American human rights system. SeeIACHR, Legal Standards: Gender Equality and Women’s Rights(2015), para. 10.

The Commission welcomed reforms concerning gender equality and women’s rights in Member States and called on them to continue their efforts to improve the situation. However, it also stressed that in spite of these efforts, there are still numerous human rights problems women experience in the Americas, including various forms of violence against women, and discrimination across a wide range of rights and spheres. Department of Justice Issues New Guidance on Preventing Gender Bias in Law Enforcement

The guidance was announced today, Dec. 15, 2015, by Attorney General Loretta Lynch and was a joint effort by the following offices in the Department of Justice: the Office on Violence Against Women, the Civil Rights Division, and the Office of Community Oriented Policing Services (COPS).

Purpose of the Guidance: In partnership with law enforcement leaders and advocates for survivors of sexual assault and domestic violence, DOJ issued the guidance to explain how gender bias can undermine police response to sexual assault and domestic violence and provide a set of principles that, when integrated into police policies, trainings, and practices, will help ensure that police efforts to keep victims safe and perpetrators accountable are not undermined by gender bias.

Today, DOJ issued ground-breaking guidance to law enforcement, aimed at combating gender discrimination in how police address domestic violence and sexual assault. The guidance explains how gender-biased policing is a significant civil rights issue. By issuing the guidance, DOJ is broadening the discussion about policing practices to include a focus on how women and LGBT individuals, particularly survivors of domestic and sexual violence, can be impacted by discriminatory policing.

Study on Composition of International Bodies Shows that Women are Under-Represented

Want Direct Client Experience and Make a Difference? Applications Now Being Accepted for Bridging the Gap/Moderate Means Program- Due 10/19

Bridging the Gap provides legal referrals for low and moderate income individuals as a part of the WSBA Moderate Means Program.

Bridging the Gap is a UW Law in-house pro bono program. The goal of the program is to increase access to civil legal services for people of moderate means who cannot afford an attorney but make too much money to qualify for traditional free legal aid services. The program is focused in the areas of Family, Housing and Consumer law.

Law students serving as Bridging the Gap volunteer interns interview potential clients by telephone to collect information and evaluate their cases. Qualifying cases will be referred by interns to participating attorneys who have agreed to represent clients for a reduced fee. After completing training, Bridging the Gap interns will be expected to commit to a minimum of five hours a week for the duration of fall and winter quarters (one hour is a weekly staff meeting).

Benefits to students:

  • Hands-on experience interviewing clients;
  • Training in substantive legal issues, issue-spotting, interviewing skills and ethics;
  • Instruction on how to use the Legal Server database, which is used by most of the civil legal aid organizations in Washington State, and many other states;
  • Supervision and mentoring by experienced attorneys;
  • The satisfaction of helping low and moderate income individuals who otherwise might not receive any legal help at all;
  • Time spent volunteering for Bridging the Gap counts for recognition with the Pro Bono Honors Society.

Upper level students (2L, 3L and LLM) may participate in training for the program now (fall quarter) and begin interviewing clients in November. 1Ls can train now and begin interviewing clients in January.

GQUAL Campaign to Increase Gender Parity on International Rights Bodies

According to a study conducted by GQUAL, the lack of gender parity, specifically the underrepresentation of women, affects almost all international tribunals and monitoring bodies. They report that women hold only 17% of positions on international courts and 25% of positions on regional human rights bodies. The GQUAL Declaration notes that States are generally responsible for nominating and electing candidates to these international bodies, but often lack transparent guidelines and procedures for such processes. Additionally, most States do not have mechanisms to correct gender disparities. By not respecting the principle of non-discrimination, States Parties may be in violation of Article 8 of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).

The Award in each case will consist of: a scholarship to the Academy’s Program of Advanced Studies, travel expenses to Washington D.C., housing at the university dorms and a per diem for living expenses.

Made possible by the generous gift of Thomas Jefferson School of Law alumnus Jameson Crane III, this competition seeks to encourage outstanding student scholarship at the intersection of law and medicine, or law and the social sciences. The competition promotes an understanding of these topics, furthers the development of legal rights and protections, and improves the lives of those with disabilities. Submissions will be judged anonymously by an independent panel of experts.

If you win, you will get a $1,500 cash prize and Thomas Jefferson Law Review (TJLR) will consider the paper for publication under the TJLR’s editorial standards.  Two second place winners will each receive a $1,000 cash prize.  (Preference for these additional winners will be given to submissions from disciplines not represented by the grand prize winner.)

Brunswick, the Section’s former Executive Director for over 20 years. Christine was a strong proponent of advancing public service efforts in tax law and fostering a fair and equitable tax system. Under her leadership, the Tax Section has devoted significant resources to further that goal.

The Litigation Group is looking for a bright, energetic lawyer to coordinate the Project and work on Supreme Court cases for one year, beginning late-August 2016. Most of the cases on which we work are civil rather than criminal. Most of our work at the petition stage involves assisting the party who won below in preparing an opposition to the petition for certiorari, to keep the case out of the Court and thereby preserve a victory.

The fellow reviews all paid cert. petitions. Working under the direct supervision of the Litigation Group director, the fellow makes an initial judgment about whether the case is of interest to the Project and prepares a memo and recommendation about whether to offer assistance. Considerable legal research and analysis are often required to determine whether assertions in the petition, such as a conflict among the courts of appeals, are supportable. The fellow then makes an initial contact with the attorney to whom help is being offered to explain the Project and the assistance that we can provide. In addition, all cases accepted by the Court for full review are considered for possible assistance by the Project. When an offer of help is accepted, a Litigation Group attorney assumes principal responsibility for the case within the office.

program for entry-level attorneys, and is the only way DOJ hires law students directly out of law
school. Judicial law clerks, full-time graduate law program (LLM) students, and law school

students to apply for the Honors Program is the summer before their third year of law school.

Alaska Supreme Court Clerkship for Fall 2016, Due 9/11

The Alaska Court System is accepting applications for Fall 2016 for the Alaska Supreme Court and Court of Appeals. The Supreme Court is the appellate court of final authority in Alaska. There are five Supreme Court Justices. Four  justices are located in Anchorage, one justice is in Fairbanks. The Court of Appeals hears appeals in criminal and quasi -criminal cases (such as juvenile delinquency cases). There are three appellate judges, all located in Anchorage. Judicial clerks conduct legal research and prepare memoranda of law for judges or justices. Positions commence mid-August to early September 2016.

Justice Craig Stowers will be conducting interviews for the whole Court at UW Law on Thursday, October 1, 2015. (Justice Stowers will become Chief Justice in July.)

To apply for positions in the Supreme Court and be considered for an interview with Chief Justice Stowers on October 1, applicants must submit the following: a cover letter, resume, a copy of all law school transcripts, and a brief writing sample which was not substantially edited by someone else. The RA will collect and analyze data, develop written analyses and graphic presentations of findings, and use academic research and other resources.  The RA will help prepare reports on, and analyses of, major decisions before Congress and the Executive Branch, examining the budget implications of such proposals, how their benefits would be distributed across different income groups, and the extent to which they will likely achieve their stated objectives.  The RA will also work on projects for Policy Futures, a new Center initiative that focuses on medium- and long-term policy challenges, particularly the link between budget choices and the need to boost economic security and opportunity for low- and moderate-income individuals and families.  In addition, the RA will respond to information requests by policymakers, the media, and other national organizations.

Business law lawyers often feel challenged to provide pro bono legal services within their legal practice area. In an effort to increase the number of pro bono volunteers, many pro bono organizations and professionals claim (and in some instances proclaim) how much business law lawyers grow when they “step out of their comfort zone” and tackle litigation-based pro bono cases. Most business law lawyers (myself included) take offense to the suggestion that we somehow need to grow. Instead of encouraging a business law lawyer to grow experientially through litigation based pro bono, we should encourage each business law lawyer to use his or her legal skills to meet the ethical obligations of ABA Model Rule 6.1, which encourages every lawyer to provide pro bono legal services to “persons of limited means or . . . charitable, religious, civic, community, governmental, and educational organizations in matters which are designed primarily to address the needs of persons of limited means.” A business law lawyer need not depart from his or her practice area in order to meet this obligation. Assisting a client of limited means in obtaining economic justice (or a nonprofit organization assisting their clients to do the same) is just as laudable as battling on behalf of a client of limited means in a court of law.

Opportunity for Service: WSBA Now Accepting Applications for Practice of Law Board, Due 8/21

The WSBA is now recruiting volunteers to serve on the Practice of Law Board. The Board was created by the Washington Supreme Court in 2001 and Reconstituted in July 2015. This Board will focus on:

  • Convening stakeholders to discuss the Practice of Law Board’s future and submit recommendations to the Court;
  • Educating the public about how to receive competent legal assistance; and
  • Considering new avenues for nonlawyers to provide legal and law-related services
  • Rendering Advisory Opinions
  • Referring non-frivolous complaints alleging unauthorized practice of law to appropriate authorities

The Court appoints members after considering nominations from the Practice of Law Board, the Board of Governors and other interested people and organizations. The Board has 13 members and at least four must be community representatives. Members serve three-year terms and are eligible for reappointment to a second term. Lawyer members must be WSBA members on active status. Terms begin Oct. 1, 2015. The Board will have up to 11 openings, including at least three community representatives.

Justice Department Condemns Local Criminalization of Homelessness, Files Brief in Case Against Boise, Idaho

On August 6, 2015, the Department of Justice put enforcement power behind longstanding federal policy against criminalization of homelessness by filing a statement of interest brief in a case opposing a Boise, ID anti-camping ordinance brought by the National Law Center on Homelessness & Poverty (NLCHP) and Idaho Legal Aid Services, with the pro bono support of Latham & Watkins LLP.

The NLCHP case, filed in 2009, seeks to overturn a Boise ordinance which criminalizes sleeping in public, even when there are not enough shelter beds available to homeless individuals. Boise amended its ordinance in 2014 in response to the lawsuit, but continues to allow police to ticket homeless persons if any shelter beds are open, even if those beds are unavailable to individuals due to disability or religious objection, and although the total number of homeless people in Boise far exceeds the number of beds.

Coming Full Circle

At the age of 12, Krystal Koop found herself living on the streets of Anchorage, Alaska. An abusive relationship was the primary catalyst to her two years of homelessness. She couch-surfed, spent innumerable nights in shelters, and, on the good days, found refuge in a close friend’s home.

At 14, she got shingles — an extremely painful skin rash very rare among teenagers — from the stress and trauma she endured daily. It went untreated for weeks. She had no access to proper treatment or someone she could readily confide in. Eventually, her close friend’s mom, the one she spent many nights with, noticed her itching and squirming.

“Why didn’t you say anything?” the woman asked Koop.

“There were so many reasons why I couldn’t, didn’t say anything,” Koop said.

American Civil Liberties Union Seeking Voter-Engagement Advocate, Full Time Position, Limited Term

The American Civil Liberties Union of Washington (ACLU-WA) is seeking a Yakima-based Voter Engagement Advocate.

Voting among Latinos in Yakima has been low because the system of voting for the City Council did not provide Latinos an opportunity to elect individuals of their choosing.  As a result of a recent lawsuit brought by the ACLU-WA, the election of Yakima City Council members has been restructured into seven single member districts, two of which are largely Latino.  The ACLU-WA wishes to help the community educate Latino voters about the importance of voting, voter eligibility, and how to register to vote.  The Voter Engagement Advocate is part of the Field Department, and is supervised by the Field Director based in Seattle.  The Voter Engagement Advocate will be responsible for implementing our non-partisan voter education campaign to engage new voters in the upcoming 2015 City of Yakima elections.

Washington AGO (Olympia) Seeks Assistant Attorney General – Revenue Division, Due 7/31
