PILA is not the only game in town! The Curtin Justice Fund Legal Internship Program is seeking motivated law student interns to apply for stipends available for summer 2016. The Program will pay a $2,500 stipend to three law school students who spend the summer months working for a bar association or legal services program designed to prevent homelessness or assist homeless or indigent clients or their advocates. The ideal intern will have a demonstrated interest in public interest law and experience working with poor people or on issues affecting them. All law students are eligible, and first year law students are encouraged to apply. The application deadline for Summer 2016 is Monday, March 28, 2016.

Updated Inter-American Commission Report Reviews Gender Equality, Women’s Rights Standards

Containing references to relevant IACHR’s merits decisions and thematic and country reports, judgments of the Inter-American Court of Human Rights (IACtHR), and provisions of regional instruments such as the American Convention on Human Rights, American Declaration of the Rights and Duties of Man, and Convention of Belém do Pará, the report is a comprehensive examination of the standards of the Inter-American human rights system. The Commission welcomed reforms concerning gender equality and women’s rights in Member States and called on them to continue their efforts to improve the situation. However, it also stressed that in spite of these efforts, there are still numerous human rights problems women experience in the Americas, including various forms of violence against women, and discrimination across a wide range of rights and spheres. Department of Justice Issues New Guidance on Preventing Gender Bias in Law Enforcement

The guidance was announced today, Dec. 15, 2015, by Attorney General Loretta Lynch and was a joint effort by the following offices in the Department of Justice: the Office on Violence Against Women, the Civil Rights Division, and the Office of Community Oriented Policing Services (COPS).

Purpose of the Guidance: In partnership with law enforcement leaders and advocates for survivors of sexual assault and domestic violence, DOJ issued the guidance to explain how gender bias can undermine police response to sexual assault and domestic violence and provide a set of principles that, when integrated into police policies, trainings, and practices, will help ensure that police efforts to keep victims safe and perpetrators accountable are not undermined by gender bias.

Today, DOJ issued ground-breaking guidance to law enforcement, aimed at combating gender discrimination in how police address domestic violence and sexual assault. The guidance explains how gender-biased policing is a significant civil rights issue. By issuing the guidance, DOJ is broadening the discussion about policing practices to include a focus on how women and LGBT individuals, particularly survivors of domestic and sexual violence, can be impacted by discriminatory policing.

The Litigation Group is looking for a bright, energetic lawyer to coordinate the Project and work on Supreme Court cases for one year, beginning late-August 2016. Most of the cases on which we work are civil rather than criminal. Most of our work at the petition stage involves assisting the party who won below in preparing an opposition to the petition for certiorari, to keep the case out of the Court and thereby preserve a victory.

The fellow reviews all paid cert. petitions. Working under the direct supervision of the Litigation Group director, the fellow makes an initial judgment about whether the case is of interest to the Project and prepares a memo and recommendation about whether to offer assistance. Considerable legal research and analysis are often required to determine whether assertions in the petition, such as a conflict among the courts of appeals, are supportable. The fellow then makes an initial contact with the attorney to whom help is being offered to explain the Project and the assistance that we can provide. In addition, all cases accepted by the Court for full review are considered for possible assistance by the Project. When an offer of help is accepted, a Litigation Group attorney assumes principal responsibility for the case within the office.

Alaska Supreme Court Clerkship for Fall 2016, Due 9/11

The Alaska Court System is accepting applications for Fall 2016 for the Alaska Supreme Court and Court of Appeals. The Supreme Court is the appellate court of final authority in Alaska. There are five Supreme Court Justices. Four  justices are located in Anchorage, one justice is in Fairbanks. The Court of Appeals hears appeals in criminal and quasi -criminal cases (such as juvenile delinquency cases). There are three appellate judges, all located in Anchorage. Judicial clerks conduct legal research and prepare memoranda of law for judges or justices. Positions commence mid-August to early September 2016.

Justice Craig Stowers will be conducting interviews for the whole Court at UW Law on Thursday, October 1, 2015. (Justice Stowers will become Chief Justice in July.)

To apply for positions in the Supreme Court and be considered for an interview with Chief Justice Stowers on October 1, applicants must submit the following: a cover letter, resume, a copy of all law school transcripts, and a brief writing sample which was not substantially edited by someone else. The Revenue Unit has an opening for a lawyer who enjoys working in a collegial and supportive environment.  Revenue AAGs primarily handle all aspects of excise and property tax refund claims and provide advice to the Department of Revenue.  Revenue AAGs generally practice before the Board of Tax Appeals (BTA) and the Thurston County Superior Court, and in the federal courts in tax disputes involving Indian law and other federal issues.  Practice in the Revenue Unit includes engaging in written discovery and taking depositions, a considerable amount of legal research and writing, arguing motions and handling hearings before the BTA, and motions practice in the Thurston County Superior Court.  Revenue AAGs also regularly handle appeals in the Washington Court of Appeals and the Washington Supreme Court, and occasionally work on tax cases that reach the United States Supreme Court.  Revenue cases often involve challenging and complex statutory and constitutional issues, and multi-million dollar refund claims.  And since virtually all business activity in Washington is taxed, Revenue AAGs get to learn about all sorts of different businesses.

The Human Rights and Special Prosecutions Section (HRSP) primarily investigates and prosecutes cases against human rights violators and other international criminals. The work of the office is divided into three primary portfolios. First, within the Human Rights portfolio, HRSP investigates and prosecutes human rights violators for genocide, torture, war crimes, and recruitment or use of child soldiers, and for immigration and naturalization fraud arising out of efforts to hide their involvement in such crimes. Second, within the International Violent Crime portfolio, HRSP prosecutes crimes of violence committed abroad, particularly crimes involving victims or perpetrators who are U.S. government employees, contractors and dependents. Third, within the Immigration Crimes portfolio, HRSP prosecutes members of international human smuggling networks who present national security concerns and/or who endanger the lives of migrants, and multi-jurisdictional immigration fraud-related offenses. The Section’s prosecutions are usually pursued jointly with a United States Attorney’s Office and involve complex international investigations. The Snohomish County Public Defenders Association is seeking 1L Summer interns for 2015 positions.  The Snohomish County Public Defenders Association represents indigent individuals in the Superior and District Courts of Snohomish County. Currently the office has a Felony unit, Misdemeanor unit, Civil Commitment unit, and a Predator unit. Generally the interns will be responsible for conducting research and writing projects as assigned by a supervising attorney with specific projects coming from any of the above units. Additionally other projects may be assigned as needed and depending on the interns’ interest.

The 1L interns will go through a portion of the training that the 2L Rule 9 interns will go through. After that training period the interns will generally be assigned research and writing projects. These projects will come from, at least historically, all units within the office. The ideal start time would be shortly after the school year ends and go to just before the next school session. There can be some flexibility as to start and end dates.

Students will participate in outreach to farm workers living in labor camps throughout Central Washington, as well as carry out research and writing in support of labor rights litigation and immigration cases at one of the placement legal assistance organizations.
