PILA is not the only game in town! The Curtin Justice Fund Legal Internship Program is seeking motivated law student interns to apply for stipends available for summer 2016. The Program will pay a $2,500 stipend to three law school students who spend the summer months working for a bar association or legal services program designed to prevent homelessness or assist homeless or indigent clients or their advocates. The ideal intern will have a demonstrated interest in public interest law and experience working with poor people or on issues affecting them. All law students are eligible, and first year law students are encouraged to apply. The application deadline for Summer 2016 is Monday, March 28, 2016.

Updated Inter-American Commission Report Reviews Gender Equality, Women’s Rights Standards

Containing references to relevant IACHR’s merits decisions and thematic and country reports, judgments of the Inter-American Court of Human Rights (IACtHR), and provisions of regional instruments such as the American Convention on Human Rights, American Declaration of the Rights and Duties of Man, and Convention of Belém do Pará, the report is a comprehensive examination of the standards of the Inter-American human rights system. The Commission welcomed reforms concerning gender equality and women’s rights in Member States and called on them to continue their efforts to improve the situation. However, it also stressed that in spite of these efforts, there are still numerous human rights problems women experience in the Americas, including various forms of violence against women, and discrimination across a wide range of rights and spheres. Department of Justice Issues New Guidance on Preventing Gender Bias in Law Enforcement

The guidance was announced today, Dec. 15, 2015, by Attorney General Loretta Lynch and was a joint effort by the following offices in the Department of Justice: the Office on Violence Against Women, the Civil Rights Division, and the Office of Community Oriented Policing Services (COPS).

Purpose of the Guidance: In partnership with law enforcement leaders and advocates for survivors of sexual assault and domestic violence, DOJ issued the guidance to explain how gender bias can undermine police response to sexual assault and domestic violence and provide a set of principles that, when integrated into police policies, trainings, and practices, will help ensure that police efforts to keep victims safe and perpetrators accountable are not undermined by gender bias.

Today, DOJ issued ground-breaking guidance to law enforcement, aimed at combating gender discrimination in how police address domestic violence and sexual assault. The guidance explains how gender-biased policing is a significant civil rights issue. By issuing the guidance, DOJ is broadening the discussion about policing practices to include a focus on how women and LGBT individuals, particularly survivors of domestic and sexual violence, can be impacted by discriminatory policing.

Center for Food Safety Seeking Summer 2016 Law Clerk, Paid Position

Center for Food Safety (CFS) is a nonprofit public interest and environmental advocacy organization that works to protect human health and the environment by curbing the use of harmful food production technologies and by promoting organic and other forms of sustainable agriculture.

CFS is seeking motivated law clerks interested in doing meaningful litigation and policy work on behalf of the public and the environment. Specific issues include, for example, genetic engineering, pesticides, concentrated animal feeding operations (CAFOs, or factory farms), aquaculture, organics, and food labeling. Clerks’ responsibilities vary each year but typically include performing legal research, drafting pleadings, attending hearings, drafting comments and petitions to submit to administrative agencies, and supporting attorneys in litigation. The American Bar Association Section of Litigation will begin accepting applications for its Summer 2016 Judicial Intern Opportunity Program on November 9. Applications for first-year law students will be accepted December 1, 2015, in accordance with NALP guidelines. The program is a full-time (32 hours per week), six-week minimum, summer internship program open to all first- or second-year diverse law students.

The mission of the Judicial Intern Opportunity Program is to provide opportunities to students who are members of racial and ethnic groups that are traditionally underrepresented in the profession. The program also provides opportunities to students with disabilities, students who are economically disadvantaged, and students who identify themselves as LGBT.

The Mahindra Humanities Center invites applications for one-year postdoctoral fellowships in connection with the Center’s Andrew W. Mellon Foundation seminar on the topic of violence and non-violence. The call to arms and the politics of non-violent resistance are often represented as polarities. There are, however, many gray areas that define the dialectical relationship between violence and non-violence. The Mellon seminar, in which the postdoctoral fellows play a central role, explores a different dimension of the interrelationship between violence and non-violence—as disciplinary formation, historical event, ideological or ethical discourse—each year.

Following on the themes of war (2014-15) and everyday violence (2015-16), the seminar will focus on slow violence in 2016-17.

We intend to focus on practices and processes of violence involved in large-scale historical and political transformations. The ongoing, incremental processes of slow violence may be manifested in the degradation of social and economic structures, the violation of cultural forms and practices, and the fraying of ethical and political systems. Slow violence endangers the security and sustainability of the quality of life.

program for entry-level attorneys, and is the only way DOJ hires law students directly out of law
school. Judicial law clerks, full-time graduate law program (LLM) students, and law school

students to apply for the Honors Program is the summer before their third year of law school.

Alaska Supreme Court Clerkship for Fall 2016, Due 9/11

The Alaska Court System is accepting applications for Fall 2016 for the Alaska Supreme Court and Court of Appeals. The Supreme Court is the appellate court of final authority in Alaska. There are five Supreme Court Justices. Four  justices are located in Anchorage, one justice is in Fairbanks. The Court of Appeals hears appeals in criminal and quasi -criminal cases (such as juvenile delinquency cases). There are three appellate judges, all located in Anchorage. Judicial clerks conduct legal research and prepare memoranda of law for judges or justices. Positions commence mid-August to early September 2016.

Justice Craig Stowers will be conducting interviews for the whole Court at UW Law on Thursday, October 1, 2015. (Justice Stowers will become Chief Justice in July.)

To apply for positions in the Supreme Court and be considered for an interview with Chief Justice Stowers on October 1, applicants must submit the following: a cover letter, resume, a copy of all law school transcripts, and a brief writing sample which was not substantially edited by someone else. Business law lawyers often feel challenged to provide pro bono legal services within their legal practice area. In an effort to increase the number of pro bono volunteers, many pro bono organizations and professionals claim (and in some instances proclaim) how much business law lawyers grow when they “step out of their comfort zone” and tackle litigation-based pro bono cases. Most business law lawyers (myself included) take offense to the suggestion that we somehow need to grow. Instead of encouraging a business law lawyer to grow experientially through litigation based pro bono, we should encourage each business law lawyer to use his or her legal skills to meet the ethical obligations of ABA Model Rule 6.1, which encourages every lawyer to provide pro bono legal services to “persons of limited means or . . . charitable, religious, civic, community, governmental, and educational organizations in matters which are designed primarily to address the needs of persons of limited means.” A business law lawyer need not depart from his or her practice area in order to meet this obligation. Assisting a client of limited means in obtaining economic justice (or a nonprofit organization assisting their clients to do the same) is just as laudable as battling on behalf of a client of limited means in a court of law.

Opportunity for Service: WSBA Now Accepting Applications for Practice of Law Board, Due 8/21

The WSBA is now recruiting volunteers to serve on the Practice of Law Board. The Board was created by the Washington Supreme Court in 2001 and Reconstituted in July 2015. This Board will focus on:

  • Convening stakeholders to discuss the Practice of Law Board’s future and submit recommendations to the Court;
  • Educating the public about how to receive competent legal assistance; and
  • Considering new avenues for nonlawyers to provide legal and law-related services
  • Rendering Advisory Opinions
  • Referring non-frivolous complaints alleging unauthorized practice of law to appropriate authorities

The Court appoints members after considering nominations from the Practice of Law Board, the Board of Governors and other interested people and organizations. The Board has 13 members and at least four must be community representatives. Members serve three-year terms and are eligible for reappointment to a second term. Lawyer members must be WSBA members on active status. Terms begin Oct. 1, 2015. The Board will have up to 11 openings, including at least three community representatives.

Justice Department Condemns Local Criminalization of Homelessness, Files Brief in Case Against Boise, Idaho

On August 6, 2015, the Department of Justice put enforcement power behind longstanding federal policy against criminalization of homelessness by filing a statement of interest brief in a case opposing a Boise, ID anti-camping ordinance brought by the National Law Center on Homelessness & Poverty (NLCHP) and Idaho Legal Aid Services, with the pro bono support of Latham & Watkins LLP.

The NLCHP case, filed in 2009, seeks to overturn a Boise ordinance which criminalizes sleeping in public, even when there are not enough shelter beds available to homeless individuals. Boise amended its ordinance in 2014 in response to the lawsuit, but continues to allow police to ticket homeless persons if any shelter beds are open, even if those beds are unavailable to individuals due to disability or religious objection, and although the total number of homeless people in Boise far exceeds the number of beds.

Coming Full Circle

At the age of 12, Krystal Koop found herself living on the streets of Anchorage, Alaska. An abusive relationship was the primary catalyst to her two years of homelessness. She couch-surfed, spent innumerable nights in shelters, and, on the good days, found refuge in a close friend’s home.

At 14, she got shingles — an extremely painful skin rash very rare among teenagers — from the stress and trauma she endured daily. It went untreated for weeks. She had no access to proper treatment or someone she could readily confide in. Eventually, her close friend’s mom, the one she spent many nights with, noticed her itching and squirming.

“Why didn’t you say anything?” the woman asked Koop.

“There were so many reasons why I couldn’t, didn’t say anything,” Koop said.

American Civil Liberties Union Seeking Voter-Engagement Advocate, Full Time Position, Limited Term

The American Civil Liberties Union of Washington (ACLU-WA) is seeking a Yakima-based Voter Engagement Advocate.

Voting among Latinos in Yakima has been low because the system of voting for the City Council did not provide Latinos an opportunity to elect individuals of their choosing.  As a result of a recent lawsuit brought by the ACLU-WA, the election of Yakima City Council members has been restructured into seven single member districts, two of which are largely Latino.  The ACLU-WA wishes to help the community educate Latino voters about the importance of voting, voter eligibility, and how to register to vote.  The Voter Engagement Advocate is part of the Field Department, and is supervised by the Field Director based in Seattle.  The Voter Engagement Advocate will be responsible for implementing our non-partisan voter education campaign to engage new voters in the upcoming 2015 City of Yakima elections.

Northwest Immigrant Rights Project Seeking Fall Intern/Extern, Due 8/7

NWIRP’s Seattle Office services low-income immigrants and refugees in Western Washington. The office provides direct legal representation, referrals to pro bono attorneys, pro se assistance, and workshops on immigration matters ranging from asylum, citizenship, family petitions, and protections for immigrant children and victims of crimes.

The internship is open to first, second, and third year law students. Applicants should have excellent written and oral communication skills, an interest in immigration law, an ability to work in a diverse and fast-paced work environment, and a commitment to advancing and defending the legal rights of low-income immigrants and refugees. Applicants proficient in Spanish are strongly preferred. The internship is unpaid, but NWIRP will work with applicants to secure outside funding or academic credit.

Center for Reproductive Rights Seeks U.S. Policy & Advocacy Law Student Intern for Fall 2015, Open Until Filled

The Center for Reproductive Rights (the Center) is the premier global legal organization dedicated to advancing women’s reproductive health, self-determination, and dignity. The Center’s U.S. Policy and Advocacy (USPA) department is looking for an enthusiastic, resourceful and highly organized law student intern with a commitment to reproductive rights issues to engage in a variety of projects related to federal policy analysis and nonprofit advocacy. This internship will provide the successful candidate with experience in the day-to day operations of a dynamic in-house federal policy team, including legislative analysis and drafting, coalition advocacy, and translating legal and legislative language into persuasive policy documents.

The internship is part-time, and will begin in September 2015 and end in November 2015. Exact schedule is flexible according to the student’s academic schedule, but preference will be given to candidates that are available for a minimum of 15 hours/week spread over multiple days. To participate in this internship, interns will need to receive academic credit from their schools. If credit is not offered by your school, a small stipend may be available for the right candidate.

Attention Rising 2Ls and 3Ls! Yakama Tribal Court Seeking Immediate Summer Intern

The intern works directly for Chief Judge Ted Strong.  All work assignments will be issued by the Chief Judge at the beginning of each work week by personal discussion. On any given week the intern will be asked to attend both criminal and civil court hearings with the Chief Judge for the purpose of assisting in the writing of court orders.

The intern will conduct research to assist the Chief Judge in his writing of motions mostly in criminal court such as dismiss for lack of properly stated crime; suppression of evidence; dismiss for improper arrest; dismiss or combine charges based on duplicity; dismiss for lack of jurisdiction; and many other motions.

The intern will be asked to publish court orders, motion orders and tribal traditional orders. At times the intern will assist the Chief Judge in preparing materials for public speaking  engagements and researching materials for public meetings with various officials. The intern will be asked to help arrange electronic files in chronological or other order. The intern will assist the Chief Judge in writing the Yakama Nation Bar documents.

The Alaska State Commission for Human Rights is seeking a qualified individual to investigate and resolve discrimination cases.

The Human Rights Commission is located in Anchorage and is an executive branch agency within the State of Alaska, Office of the Governor. The Commission is seeking an investigator (Human Rights Field Representative III) to analyze facts, apply discrimination law theories, draft determinations, negotiate settlements, and manage a monthly case load of approximately 35 cases. The investigator will also conduct intakes with Alaskans who allege violations of the state human rights law, draft complaints of discrimination, conduct witness interviews, and write reports. This position requires skill in reading and understanding civil rights statutes, court decisions, and legal precedents. This position also require the ability to conduct impartial investigations, analyze evidence, draw logical conclusions, prepare clear and comprehensive investigative reports, and work independently. Knowledge of civil rights law and procedure and theories of discrimination is required. One year of experience as a Human Rights Field Representative II with the State or the equivalent elsewhere is required.

U.S. Department of Justice Seeking Deputy Assistant Attorney General, Due 7/13

The U.S. Department of Justice is the principal federal agency charged with enforcing federally protected civil and constitutional rights.  The Civil Rights Division (CRT or Division) is primarily responsible for enforcing federal statutes and executive orders that prohibit, among other things, unlawful discrimination in education, employment, housing, police services, accommodations and facilities, voting, and federally funded and conducted programs.  The laws that the Division enforces also prohibit conduct by law enforcement agencies, as well as conditions of public residential institutions, such as health care and correctional facilities, that violate the constitution.

The Division is led by an Assistant Attorney General (AAG) who is supported by five Deputy Assistant Attorneys General (DAAGs).  Each DAAG is responsible for reviewing  the work on policy issues and other matters related to the sections he or she supervises.

Due July 17: U.S. Dept of Health & Human Service, Civil Rights Division seeking recent grads for general attorney positions!

The U.S. Department of Health and Human Services, Office of the General Counsel, Civil Rights Division is seeking applicants with at least one year of legal experience post bar for two general attorney positions in Washington, D.C. at the GS-11 to GS-14 level ($63,722 – 139,523).  The attorneys will provide legal advice and services to the Office for Civil Rights (OCR), in one position, in regard to the enforcement and administration of the Health Insurance Portability and Accountability Act (HIPAA) Privacy, Security, and Breach Notification Rules; and in the other position, in regard to civil rights issues with a primary focus on the on the enforcement and administration of Section 1557 of the Patient Protection and Affordable Care Act, which prohibits discrimination in certain health programs or activities on the basis of race, color, national origin, age, sex, and disability.   Applications may be submitted until July 17, 2015.  See attached announcements for additional information.

Due August 15: Campaign for the Fair Sentencing of Youth – LEGAL ADVOCACY INTERN – FALL 2015

The legal internships at the Campaign for the Fair Sentencing of Youth will give law students an opportunity to work on the cutting edge of constitutional and human rights law. The United States is the only country in the world that sentences children to life without the possibility of parole and is one of only three countries that has failed to ratify the UN Convention on the Rights of the Child which expressly forbids this practice. There are more than 2,500 individuals currently serving life without parole sentences that they received as juveniles. The goal of the campaign is to support litigation and legislative strategies to abolish life-without-parole sentences for juveniles in the United States and ensure that all children have a meaningful opportunity to obtain release.

The legal advocacy intern’s work may include researching and writing legal memos analyzing potential priority states for the future legislative sessions, aiding in the drafting of state level legislation, anticipating and researching implementation challenges of proposed legislation, and exploring potential partnerships with state-based community groups.  During the legislative session, this work will be dynamic based on the advocacy team’s needs.

Brennan Center for Justice in NYC Seeks UW Law Students to Apply for Fall Externship

The Brennan Center for Justice at NYU School of Law is a nonpartisan public policy and law institute that focuses on improving the systems of democracy and justice in the United States. Among our core priorities, we fight to protect voting rights, to address the challenge of special interest money in our politics, to end mass incarceration, and to advance Constitutional protections in the fight against terrorism. A singular institution – part think tank, part public interest law firm, part advocacy group – the Brennan Center combines scholarship, legislative and legal advocacy, and communications to win meaningful, measurable change in the public sector.

Each semester, the Brennan Center hosts 4-5 law students to work on current and cutting edge legal issues, including national security issues raised by the Patriot Act, expanding voter registration, strengthening campaign finance laws, and reforming our criminal justice system. Our research, policy development, and advocacy focus on systemic reform that combats discrimination and inequality and promotes civic participation.
