U.S. DOJ Civil Rights Division, Educational Opportunities Section Seeking Volunteer Legal Intern for Summer 2015, Due 3/1/15

Summer interns generally work for 10 weeks, but split summers (6 week minimum) may be considered on a case-by-case basis.  Students who will be second- or third-year law students, or enrolled in a graduate law program, in the 2015-2016 school year will be considered.

Interns work closely with Section attorneys in cases and investigations involving discrimination against students on the basis of race, color, national origin, sex, religion, and disability in public schools, colleges, and universities. Assignments typically include legal research and writing, assisting attorneys with investigations and compliance monitoring, assisting with fact development (including participating in witness interviews), and preparing for court appearances, depositions, and settlement negotiations. Interested interns may participate in one of the Division-wide working groups, including the LGBTI Working Group, Indian Working Group, and Status Verification Working Group, as well as inter-agency working groups such as the Supportive School Discipline Initiative and the Federal Partners in Bullying Prevention.

Northwest Justice Project Seeking Winter/Spring Semester Intern/Extern in Its Foreclosure Consequences Advocacy Team

Under the supervision of experienced staff attorneys, the student will serve as part of a statewide team of legal services advocates who work cooperatively, with other providers, in bringing high quality representation to indigent individuals and communities. The law student will aid attorneys with legal research, interview and advise clients, and assist in case planning. Students may also help develop self-help materials for pro se litigants, develop training materials for staff and clients, work on outreach to minority communities, and work on other special projects, depending on the needs of the team.

The Foreclosure Consequences Advocacy Team addresses the impacts of foreclosures on individuals and communities. The team deals with a variety of issues, including, among others, (1) situations in which lenders or foreclosure sale purchasers fail to honor the rights of homeowners and tenants in homes that are being foreclosed; (2) vulnerable homeowners and tenants who need assistance with the transition to new housing; (3) scams involving mortgage rescue and credit repair; (4) predatory purchase and sale agreements; (5) neighborhood blight; and (6) promoting occupation of foreclosed homes.

All law clerks will be expected to bring the maturity and commitment to their work necessary to participate as members of a comprehensive, statewide equal justice delivery system.

International Justice Project Seeking Law & Policy Intern

The intern will research international criminal law, human rights law, and international humanitarian law to assist with the legal representation of clients at the International Criminal Court. Intern duties will also include compiling personal data, completing individual Standard Application Forms of Darfurian victims for participatory rights in ICC Proceedings, and monitoring and analyzing current legal and political developments pertaining to our cases.

Additionally, s/he will assist in drafting public statements related to our advocacy efforts. S/he may also be involved with tasks associated with fundraising, marketing, and outreach through social media.

Please note, this internship position is only open to current law students or recent law graduates.

Preferred qualifications:

1. Knowledge of international law, human rights law, international criminal law, or a related field.
2. Proven ability to work cross-culturally, especially with victims of trauma and/or mass atrocities.

The American Civil Liberties Union Foundation (“ACLU”) and Human Rights Watch (“HRW”) invite applications for the Aryeh Neier Fellowship. The fellow will work with both organizations on joint initiatives to strengthen respect for human rights in the United States.

Human Rights Watch and the ACLU created the fellowship in 2002 with generous funding from the Open Society Institute to honor the legacy of Aryeh Neier. As executive director of the ACLU and then of Human Rights Watch, Aryeh Neier helped develop both organizations into powerful forces for justice and human rights.

A special committee from both organizations will select the fellow, who will begin the two-year fellowship in the fall of 2015. He or she will most likely be placed in the New York City offices of Human Rights Watch and the ACLU, spending a year at each; however, the fellow should be open to placement in the organizations’ offices in other locations in the US.

Disability Rights Washington (DRW) Releases Documentary about the WSBA’s “Questions of Discrimination”

Disability Rights Washington’s video “Questions of Discrimination” criticizes the Washington State Bar Association (WSBA) exam questions that single out applicants with mental health disabilities and ask for treatment records.

In Washington, as in many other states, several bar application questions and rules call into question an individual’s “character and fitness” to practice law if they have a mental health disability.

According to several law students and attorneys, applicants struggle in answering these questions because they feel forced to choose between their rights to privacy and freedom from discrimination, and their ability to practice their chosen profession.

“WSBA asks a question that’s trying to identify whether or not a lawyer is going to be a problem from a character standpoint. They take kind of a wholesale question like, ‘have you ever been treated for mental health’, that has a built-in assumption that anybody who has ever seen a therapist has a character flaw that might be a problem with them being an attorney. And that’s not borne out by science,” says Andy Imparato, Executive Director of the national Association of University Centers on Disabilities.

Course offerings in the 2014 Duke Law D.C. Summer Institute on Law and Policy focus on topics important to current and aspiring practitioners in fields that require mastery of constitutional, statutory, and regulatory law and policymaking. The two sessions this summer are July 7-17, 2014, and July 21-July 31, 2014.  Each course is designed to provide an accessible introduction to the pertinent legal and policy subject matter. Asian Pacific American Legal Groups Urge Chicago Officials to Investigate Anti-Asian and Anti-Immigrant Video Incident

WASHINGTON — The National Asian Pacific American Bar Association (NAPABA) and its Chicago-based affiliates — the Asian American Bar Association of Greater Chicago (AABA), Chinese American Bar Association of Greater Chicago (CABA), and Korean American Bar Association of Chicago (KABA) — along with the Filipino American Lawyers Association of Chicago (FALA) and the Indian-American Bar Association of Chicago (IABA) express concern over the actions of certain Chicago police officers captured by recently-released video surveillance, which depicts officers using racist and anti-immigrant language during an arrest last summer.

“The actions shown in the video raise questions about how people of color and immigrants, particularly those who are limited English proficient, are treated by Chicago police officers,” said Bill Simonitsch, president of NAPABA. “We urge Mayor Emanuel and Chicago Police Superintendent Garry McCarthy to fully investigate this incident and work with the local Asian Pacific American community to ensure that immigrants and all people of color feel protected by local law enforcement officials.”

According to a lawsuit filed in federal court on May 14, 2014, Chicago police officers verbally harassed and physically abused a Chinese American spa manager during a raid on a local business in July 2013. The security video shows officers entering the spa, apprehending the woman and striking her while she was kneeling and handcuffed. Police officers can be heard on the video making racist and anti-immigrant remarks during the arrest. One officer refused to believe that the woman was an American citizen and told her “You’re not f—— American! I’ll put you in a UPS box and send you back to wherever the f— you came from.”

NAPABA, AABA, CABA, KABA, FALA, and IABA urge the City of Chicago and the Chicago Police Department to fully investigate the specific allegations raised by the video, determine whether any systemic problems of official misconduct exist, and take appropriate action to ensure that all visitors and residents, regardless of gender, race, national origin, immigration status, or English proficiency, feel welcome and safe in the City of Chicago.

The Family Law Programs of the King County Bar Association’s Pro Bono Services promote family safety and equal access to the legal system by assisting domestic violence survivors, children at risk of abuse or neglect, and clients facing barriers to accessing the courts due to language, disability, and other factors. This position will work directly with the Family Law Mentor Program which provides pro bono representation in contested dissolutions, petitions to establish parenting plans, and parentage cases where children are at risk often due to domestic violence.

This volunteer position requires a minimum of 7 hours a day, 3 days per week (Mondays, Tuesdays, Thursdays), for 10 weeks.

Second or third year law student, law school graduate, or certified paralegal. Experience working with survivors of domestic violence or other people in crisis, as well as fluency in Spanish or another non-English language is preferred.

The Office of Immigration Litigation (OIL) coordinates Federal immigration litigation nationwide, and has both an appellate and a district court section. OIL Appellate defends the administrative decisions of the Board of Immigration Appeals, involving removal orders and denials of applications for relief before the Federal Courts of Appeals. OIL Appellate attorneys handle removal cases in the Courts of Appeals, and support the Office of the Solicitor General’s immigration litigation efforts in the United States Supreme Court. OIL Appellate provides advice and counsel to United States Attorneys’ offices prosecuting criminal immigration issues that overlap with the office’s civil litigation. OIL Appellate provides support and counsel to all federal agencies involved in the admission, regulation, and removal of aliens under our immigration and nationality statutes, as well as related areas of border enforcement and national security, and participates in public outreach activities, including training, conferences, and publications. OIL Appellate has approximately 260 attorneys and 100 support staff and handles approximately thirty percent of the Civil Division’s caseload.

Students will be assigned to one of OIL’s litigation teams where they will: draft appellate briefs in asylum and cancellation of removal cases and dispositive motions; write case summaries for weekly litigation reports; attend “First Cuts” meetings; and conduct legal research and prepare memoranda.

The Attorney General’s Indian Country Fellowship, Application Opens 7/31, Deadline 9/1

The Attorney General’s Indian Country Fellowship is designed to create a new pipeline of legal talent with expertise and deep experience in federal Indian law, tribal law, and Indian Country issues that can be deployed in creative ways to build tribal capacity, combat violent crime, and bolster public safety in Indian County jurisdictions.

Each Indian Country Fellowship position offers a 36-month appointment that may be extended or converted to a permanent position.  Fellows will generally be assigned to a U.S. Attorney’s Office (USAO) with significant Indian Country work, but may occasionally be assigned to a Main Justice Component with significant equities in Indian Country matters and law.  Fellowship appointments may, at the hiring component’s discretion, be extended or converted to permanent positions without further competition. This year’s Indian Country Fellowship will offer placement only in USAOs.  Candidates will interview with a joint panel of attorneys from the Executive Office for U.S. Attorneys (EOUSA) and USAOs.  Candidates who receive an offer of employment will be able to select their assignment preferences from the list of participating Districts.  Actual placement will be mutually agreed upon by the Fellow and the District.  In addition to the joint EOUSA/USAO selections, individual USAOs may offer additional Indian County Fellowship positions at their discretion, with hiring conducted according to their regular procedures.

The Employees’ Compensation appeals Board (ECAB), a United States Department of Labor appellate adjudicatory board, is seeking to hire a Law Clerk with a projected start date in May 2014. 

The ECAB, located at the Frances Perkins Building in Washington, D.C., hears appeals taken from determinations and awards under the Federal Employees’ Compensation Act (FECA) with respect to claims of federal employees injured in the course of their employment.  The decisions of the Board are made in accordance with its statutory mandate, based on a thorough review of the case record as compiled by the Office of Workers’ Compensation Programs (OWCP).  The ECAB has final ­authority to determine benefits payable with respect to the disability or death of federal employees injured in the scope of their employment.  There is no further administrative or judicial appeal of ECAB decisions.

The Law Clerk position is a two-year appointment at the GS-11, Step 1 level. The primary responsibilities of the Law Clerk is to review and analyze case records and arguments, conduct legal research, draft decisions and orders, and responses to motions. Familiarity and work experience with the ECAB and its procedures as well as the FECA is most desirable.

Meyer Glitzenstein & Crystal – a public interest law firm in the nation’s capital focused on federal impact litigation in the fields of environmental protection, public lands and natural resource conservation, biodiversity and animal law, and open government – is now accepting applications for Law Clerks for the fall 2014 semester.  Law Clerks assist with all aspects of litigation.  Law clerks may be 2L, 3L, or LLM students, or may be recent law school graduates looking for a temporary clerkship.

Excellent research, writing, and analytical skills are required. Law Clerks must be prepared to work in our office in Washington, DC. The ideal candidate will have a demonstrated interest in environmental and/or animal law.

Law Clerks typically arrange for class credit or public interest funding.  Those Law Clerks without funding will be compensated on a public interest pay scale commensurate with the nature of our practice.

This division of the Washington State Attorney General’s Office provides legal services to the University of Washington. The University has campuses in Seattle, Bothell and Tacoma, enrolls over 50,000 students, employs over 40,000 individuals, and operates academic medical centers. Externs and volunteer law clerks to this division may have the opportunity to conduct legal research, draft client advice memoranda, participate in client meetings, attend court proceedings when available, draft or revise contracts, and attend client presentations.
