City of Bellevue is looking for a Legal Planner!

coblogoThe Legal Planner/Consulting Attorney position in the Development Services Department supports the code development, permit review, inspection and enforcement functions of the City.  Specifically, this position is responsible for providing legal and policy advice and counsel for Development Services (DS), working under moderate to general supervision of the Land Use Director.

Development Services is a multi-department line of business that offers one-stop shopping for general information and the permits needed for development activity, and for enforcement of codes in the City of Bellevue. Staff supporting the DS function include code compliance officers, current planners, engineers, finance analysts, inspectors, plans examiners, permit technicians, and support staff from the Development Services, Fire, Transportation, and Utilities departments. DS staff also work closely with staff from other departments, like Planning & Community Development, to develop codes necessary to implement policy direction adopted by the City Council.

U.S. Department of Housing & Urban Development (HUD) – 2017-2018 LEGAL HONORS PROGRAM

hudseal_teal_1The U.S. Department of Housing and Urban Development’s (HUD) Office of General Counsel (OGC) is accepting applications for its 2017-2018 Legal Honors Program.

HUD’s Legal Honors Program is designed for law students graduating from J.D. and LLM programs, and recent law school graduates completing a judicial clerkship. The Legal Honors Program is HUD’s only hiring program for entry-level attorneys. Subject to appropriations, approximately 10-20 legal honor positions are available annually in headquarters and field offices. Successful candidates begin work in August or September and participate in a 14-month appointment that may lead to a permanent position, pending bar admission. During the program, Legal Honors are assigned mentors, are given the opportunity to rotate to other offices within OGC, and participate in additional training and monthly discussions to enhance their program experience and develop their legal abilities.

The program is highly competitive and candidates are selected on the basis of merit. Selection considerations include many factors such as: academic achievement; law review and other publication work; extracurricular activities such as moot court competitions and legal clinics; employment history;and participation in activities related to HUD’s mission.

The Policy Institute works on a broad range of projects related to children, including child protection, juvenile justice, domestic violence and children’s health through policy reform,legislative advocacy, research and training. Many of these people qualify for asylum based on past persecution, but encounter difficulties navigating the complex U.S. immigration system. The Benach Collopy Fellowship offers the opportunity for an outstanding law student to work side by side with transgender asylum seekers to vindicate their rights and access the legal process in a way that is supportive and affirming.

Under the supervision of expert asylum attorneys at the respected law firm of Benach Collopy and the Whitman-Walker Health Legal Services Program, the Fellow will represent transgender asylum seekers fleeing persecution based on gender identity. The fellow will work closely with clients at Benach Collopy LLP and Whitman-Walker Health, both located in Northwest DC. Whitman-Walker Health is a medical-legal partnership dedicated to providing appropriate trans-affirming services.

The Fellow will work directly with clients, carrying active caseloads for filing to USCIS and the Immigration Court under the supervision of experienced attorneys.

Washington State Pro Bono Council Offering 2014-2015 Access to Justice Policy Internship, Open Until Filled

Volunteer lawyer programs (VLPs) in Washington State have a unique and complex history. Each of the 18 current VLPs evolved in its own way. Several VLPs started as projects of local bar associations, while others were started by groups of attorneys responding to the need in their community. Some programs became stand-alone nonprofit corporations, others became part of community action centers, and three programs remain part of their local bar associations. The local nature of the VLPs is both a challenge and strength.

In response to these realities, the Pro Bono Subcommittee of the Access to Justice Board’s Delivery Systems Committee proposed that a Statewide Pro Bono Council (PBC) be formed to unify and address the needs of Washington’s VLPs – the proposal was adopted in July 2013 and launched in January 2014. The PBC is situated as a committee of the Access to Justice Board.  The PBC welcomes the participation of a law student as an ATJ intern.

The student will be invited to attend PBC meetings, shadow VLP clinics and projects, and be able to work on discrete projects related to the effective delivery of pro bono services in Washington, including one major research project. The nature and scope of these projects will be determined by the PBC, the Manager, and the student as the relationship develops. The research project will involve investigation and analysis of the systemic delivery of legal aid across the state.

They will review and make recommendations on bench memos, opinions, and attorney discipline matters. They may assist in the preparation of speeches, CLE materials, rules, and opinions. The Southern Poverty Law Center seeks an attorney to join the Economic Justice Project in its Montgomery, Alabama office. Past and present areas of focus have been predatory payday and car title lending, the criminalization of poverty and related barriers the criminal justice system creates for persons to escape poverty, modern debtors’ prisons, access to public benefits and more. The practice group is based in Montgomery, Alabama but works across the Southeast United States. The practice group was formed in 2012, and is growing significantly to expand its work. The practice group is headed by a Deputy Legal Director who oversees this and another practice group, and has two full-time attorneys, one part-time attorney, and a researcher/advocate; the practice group is in the process of hiring a second researcher/advocate.

Disability Rights Washington (DRW) Releases Documentary about the WSBA’s “Questions of Discrimination”

Disability Rights Washington’s video “Questions of Discrimination” criticizes the Washington State Bar Association (WSBA) exam questions that single out applicants with mental health disabilities and ask for treatment records.

In Washington, as in many other states, several bar application questions and rules call into question an individual’s “character and fitness” to practice law if they have a mental health disability.

According to several law students and attorneys, applicants struggle in answering these questions because they feel forced to choose between their rights to privacy and freedom from discrimination, and their ability to practice their chosen profession.

“WSBA asks a question that’s trying to identify whether or not a lawyer is going to be a problem from a character standpoint. They take kind of a wholesale question like, ‘have you ever been treated for mental health’, that has a built-in assumption that anybody who has ever seen a therapist has a character flaw that might be a problem with them being an attorney. And that’s not borne out by science,” says Andy Imparato, Executive Director of the national Association of University Centers on Disabilities.

Course offerings in the 2014 Duke Law D.C. Summer Institute on Law and Policy focus on topics important to current and aspiring practitioners in fields that require mastery of constitutional, statutory, and regulatory law and policymaking. The two sessions this summer are July 7-17, 2014, and July 21-July 31, 2014.  Each course is designed to provide an accessible introduction to the pertinent legal and policy subject matter. Asian Pacific American Legal Groups Urge Chicago Officials to Investigate Anti-Asian and Anti-Immigrant Video Incident

WASHINGTON — The National Asian Pacific American Bar Association (NAPABA) and its Chicago-based affiliates — the Asian American Bar Association of Greater Chicago (AABA), Chinese American Bar Association of Greater Chicago (CABA), and Korean American Bar Association of Chicago (KABA) — along with the Filipino American Lawyers Association of Chicago (FALA) and the Indian-American Bar Association of Chicago (IABA) express concern over the actions of certain Chicago police officers captured by recently-released video surveillance, which depicts officers using racist and anti-immigrant language during an arrest last summer.

“The actions shown in the video raise questions about how people of color and immigrants, particularly those who are limited English proficient, are treated by Chicago police officers,” said Bill Simonitsch, president of NAPABA. “We urge Mayor Emanuel and Chicago Police Superintendent Garry McCarthy to fully investigate this incident and work with the local Asian Pacific American community to ensure that immigrants and all people of color feel protected by local law enforcement officials.”

According to a lawsuit filed in federal court on May 14, 2014, Chicago police officers verbally harassed and physically abused a Chinese American spa manager during a raid on a local business in July 2013. The security video shows officers entering the spa, apprehending the woman and striking her while she was kneeling and handcuffed. Police officers can be heard on the video making racist and anti-immigrant remarks during the arrest. One officer refused to believe that the woman was an American citizen and told her “You’re not f—— American! I’ll put you in a UPS box and send you back to wherever the f— you came from.”

NAPABA, AABA, CABA, KABA, FALA, and IABA urge the City of Chicago and the Chicago Police Department to fully investigate the specific allegations raised by the video, determine whether any systemic problems of official misconduct exist, and take appropriate action to ensure that all visitors and residents, regardless of gender, race, national origin, immigration status, or English proficiency, feel welcome and safe in the City of Chicago.

This position will work directly with the Family Law Mentor Program which provides pro bono representation in contested dissolutions, petitions to establish parenting plans, and parentage cases where children are at risk often due to domestic violence.

This volunteer position requires a minimum of 7 hours a day, 3 days per week (Mondays, Tuesdays, Thursdays), for 10 weeks.

Second or third year law student, law school graduate, or certified paralegal. Experience working with survivors of domestic violence or other people in crisis, as well as fluency in Spanish or another non-English language is preferred.

Founded in 2001, the Garment Worker Center is a worker rights organization whose mission is to organize low-wage garment workers in Los Angeles in the fight for social and economic justice.  GWC addresses the systemic problems of wage theft, unhealthy and unsafe working conditions, and the abusive and inhumane treatment faced by workers on-the-job. GWC’s goal is to build a base of organized garment workers in Los Angeles, with sufficient power to successfully demand change within the industry.  In its 13 year history, GWC continues to be the only worker center in the state dedicated entirely to garment workers.

GWC seeks a part-time (20 hours) Health and Safety Organizer who can coordinator GWC’s health and safety plans, build GWC’s membership base of workers, manage garment worker health and safety claims through an effective referral system, collaborate in an ongoing study of the local garment industry, participate and represent GWC in coalitions and networks, and support fundraising efforts and other GWC activities as needed.

An Oak Ridge Institute for Science and Education (ORISE) policy fellowship opportunity is currently available in the Division of Policy and Assurances, Office for Human Research Protections (OHRP), within the Office of the Assistant Secretary for Health of the U.S. Department of Health and Human Services (HHS). 

Qualified persons who have earned a Bachelor’s, Master’s or Doctorate degree in public health, public policy, law or science within the last five years are encouraged to apply for this opening. Experience in writing papers that address specific aspects of the protection of human subjects in biomedical and behavioral research is a plus. 

The Research Participation program for HHS is administered by ORISE. The initial appointment is for one year, but may be renewed upon recommendation of OHRP contingent on the availability of funds and project needs.

U.S. Department of Justice, Civil Division, Office of Immigration Litigation (OIL), Appellate Section Offering Volunteer Legal Internship Program in DC for Spring 2015, Due 7/21

The Office of Immigration Litigation (OIL) coordinates Federal immigration litigation nationwide, and has both an appellate and a district court section. OIL Appellate defends the administrative decisions of the Board of Immigration Appeals, involving removal orders and denials of applications for relief before the Federal Courts of Appeals. OIL Appellate attorneys handle removal cases in the Courts of Appeals, and support the Office of the Solicitor General’s immigration litigation efforts in the United States Supreme Court. OIL Appellate provides advice and counsel to United States Attorneys’ offices prosecuting criminal immigration issues that overlap with the office’s civil litigation. OIL Appellate provides support and counsel to all federal agencies involved in the admission, regulation, and removal of aliens under our immigration and nationality statutes, as well as related areas of border enforcement and national security, and participates in public outreach activities, including training, conferences, and publications. OIL Appellate has approximately 260 attorneys and 100 support staff and handles approximately thirty percent of the Civil Division’s caseload.

Students will be assigned to one of OIL’s litigation teams where they will: draft appellate briefs in asylum and cancellation of removal cases and dispositive motions; write case summaries for weekly litigation reports; attend “First Cuts” meetings; and conduct legal research and prepare memoranda.

The Attorney General’s Indian Country Fellowship, Application Opens 7/31, Deadline 9/1

The Attorney General’s Indian Country Fellowship is designed to create a new pipeline of legal talent with expertise and deep experience in federal Indian law, tribal law, and Indian Country issues that can be deployed in creative ways to build tribal capacity, combat violent crime, and bolster public safety in Indian County jurisdictions.

Each Indian Country Fellowship position offers a 36-month appointment that may be extended or converted to a permanent position.  Fellows will generally be assigned to a U.S. Attorney’s Office (USAO) with significant Indian Country work, but may occasionally be assigned to a Main Justice Component with significant equities in Indian Country matters and law.  Fellowship appointments may, at the hiring component’s discretion, be extended or converted to permanent positions without further competition. This year’s Indian Country Fellowship will offer placement only in USAOs.  Candidates will interview with a joint panel of attorneys from the Executive Office for U.S. Attorneys (EOUSA) and USAOs.  Candidates who receive an offer of employment will be able to select their assignment preferences from the list of participating Districts.  Actual placement will be mutually agreed upon by the Fellow and the District.  In addition to the joint EOUSA/USAO selections, individual USAOs may offer additional Indian County Fellowship positions at their discretion, with hiring conducted according to their regular procedures.

REAP Seeking Bilingual Spanish-Speaking Extern for the Fall in Yakima, WA, Due 3/31

REAP is a collaborative externship program sponsored by the Washington Alliance for Equal Justice and all three Washington law schools – University of Washington, Seattle University, and Gonzaga University, as well as the University of Idaho. This unique public service opportunity, offered only in the fall term, allows a cohort of law students to contribute valuable legal education and assistance to migrant and seasonal farm workers in Central Washington, while learning together about the workplace justice issues facing this most vulnerable group of immigrant workers. Students will participate in outreach to farm workers living in labor camps throughout Central Washington, as well as carry out research and writing in support of labor rights litigation and immigration cases at one of the placement legal assistance organizations. In the past few years, students have worked on sexual harassment litigation, class actions involving guest worker programs, and affirmative immigration applications and DACA pro se clinics for young immigrants.

Northwest Justice Project’s Veterans Project seeks a summer law clerk in NJP’s Seattle Office.  The student law clerk will work with an Equal Justice Works Fellow providing civil legal aid to incarcerated veterans and veterans who are defendants in local veterans treatment courts.  Student law clerks will gain experience at Washington’s largest legal aid provider for low-income persons and develop skills in client interviewing, case management, and advocacy before the Department of Veterans Affairs and Washington Department of Social and Health Services.  Scheduling is flexible and a minimum commitment of ten 30 to 35 hour work weeks (or equivalent) is expected.  The position is unpaid.  Students may be eligible to seek summer funding under the AmeriCorps J.D. program or through PILA.  Students wishing to receive externship credit are also welcome.  1L’s and 2L’s can apply by sending a resume and 1-page cover letter to Leo Flor.  Applications are accepted on a rolling basis.
