In the absence of effective immigration reform, the federal government’s use of detention as an immigration enforcement strategy has increased exponentially.  To keep up with the national quota that requires Immigration and Customs Enforcement (ICE) to maintain no less than 34,000 immigration detention beds at all times, immigrants, including lawful permanent residents and asylum seekers, are detained for months and sometimes years. Conditions of confinement in immigration detention facilities are deplorable and yet there are no enforceable regulations that govern management of the detention facilities.  Without access to affordable legal services, conditions of confinement often go unaddressed and immigrant detainees remain particularly vulnerable.  While detained individuals and their families suffer greatly, the private prison industry that contracts with the government to oversee immigration detention facilities are using “guaranteed minimum” contract provisions to maintain profits whether the beds are filled or not.  This contract scheme safeguards profits for private companies while incentivizing the incarceration of immigrants. Problematic partnerships between ICE and local law enforcement only exacerbate the problem, leading to the transfer of immigrants from jails and prisons to immigration detention centers.

Our two-part Social Justice Tuesday Presentations will address the proliferation of immigration detention and showcase stories and strategies of resistance and defiance both locally and nationally.

Tuesday, Nov. 3rd:  Panel 1:  The Problem and The Local Response:
The first panel will help frame our discussion and bring the problem to life. The panel will highlight immigrant activists who were on the front lines of the hunger strikes at the Northwest Detention Center in Tacoma.  Their experiences and insights will lay the foundation a legal advocate from the ACLU of Washington to examine the role of lawyers in the detention resistance efforts.  The panel will conclude with the perspective of a community organizer who is engaged in fighting against the privatization of prisons.

Maru Mora Villalpando is a bilingual community organizer, consultant and political analyst with more than 10 years of experience working on immigrant rights and racial justice issues. She is the founder of Latino Advocacy Inc. which provides consulting for non-profits in the areas of policy and membership development, workshops and meetings facilitation.

Margaret Chen, ACLU of Washington
Margaret Chen is a Staff Attorney at the ACLU of Washington  She was one of the attorneys that sought a Temporary Restraining Order (TRO) to prohibit U.S. Immigration and Enforcement (ICE) from retaliating against immigration detainees who engage in First Amendment-protected activities by placing them in solitary confinement.  The lawsuit grew out of events at the Northwest Detention Center (NWDC) in Tacoma, Washington.  Several hundred detainees at (NWDC) initiated a hunger strike to express concerns with national immigration policy and to raise awareness about the conditions of their confinement.  In response, ICE began placing individuals in solitary confinement in retaliation for their support of the hunger strikes.

Fania Davis is a founder and current Director of RJOY (Restorative Justice for Oakland Youth). She has been active for many decades in the civil rights, Black liberation, women’s, prisoners’, peace, anti-racial violence and anti-apartheid movements.

Founded in 2005, RJOY focuses on reducing racial disparities by promoting restorative approaches that engage families, communities, and systems. Beginning in 2007, RJOY’s West Oakland Middle School pilot project eliminated violence and expulsions, and reduced suspension rates by 87%.

Call for Submissions for the Women’s Human Rights Special Issue of Canadian Woman Studies, Submission Deadline Extended to January 30

This special double issue of Canadian Woman Studies’ (CWS/cf) will focus on feminist women’s human rights theory and activism as a visionary framework for movement-building and social change, activism and education, considering both the historical trajectory of this movement, current efforts, challenges and debates, as well as possibilities for the future in troubled times. Since a locally-grounded, globally-engaged transnational women’s movement led to the international recognition in the 1990s that women’s rights are human rights, many women from all regions have organized under this shared banner while simultaneously shaping human rights discourse according to their unique and diverse needs, perspectives, and visions for a just world. By using CEDAW, the Convention on the Elimination of All Forms of Discrimination Against Women (the UN women’s human rights convention), and other international and regional human rights mechanisms, and also by engaging in their broad social justice work from a women’s human rights perspective, feminists have contributed to transformative understandings and analysis of women’s human rights that reflect the diversity of women’s experiences and take into account intersectional discrimination. Indigenous women activists in particular are expanding the understanding of women’s human rights by linking violence against women with struggles for land, water, self-determination, and against transnational corporations and mining companies.

Articles should be typed, double-spaced, and a maximum of 16 pages long (4000 words).  A short (50-word) abstract of the article and a brief biographical note must accompany each submission.

Deportation Measures in Action: What Obama’s Enforcement Means for Immigration

U.S. immigration laws contain numerous grounds upon which non-citizens, including green card holders, may be deported back to their country of origin. While deportation laws have largely remained the same over past decades, recent changes to their enforcement have made deportation a key concern for thousands of immigrants and attorneys who serve them in Washington, where 13.5% of the state’s population is foreign-born.

The government outlines priorities for deporting particular immigrants, but the numbers of those deportations are rising regardless. In 2011, 392,000 immigrants were deported from the U.S., but only 48% of those cases were linked to breaking a law inside the country.

 Position Overview:

The Center for Public Service Law at the UW School of Law is the hub of public interest and social justice activities and career support at the law school. The communications assistant will provide support to the CPSL with its online outreach and marketing primarily through its blog (commongooduw.org) and weekly online newsletter. The blog provides the latest local, national and international news, announcements, events, job and internships postings related to public service law. It is updated three times per week. The weekly newsletter recaps the last week’s blog postings and directs its over 700+ recipients to the blog.

Essential Job Functions:

  1. Organize and queue up prospective blog postings received via email by CPSL Director into Jobs/Internships, Announcements and Events.
  2. Consult with Director which items should be prioritized and included for each blog post prior to publishing.
  3. Using the Word Press blogging platform, post pre-approved Jobs/Internships on Mondays; Announcements on Wednesdays, and Events on Fridays following the pre-determined style, design and template of the blog.
  4. Using Campaign Monitor email marketing platform, compile the blog headlines and links from the last week and send newsletter every Monday to 700+ recipients.
  5. Other job duties as assigned.

 Preferred Qualifications:

  1. Experience with online marketing including Word Press, Campaign Monitor, LinkedIn and Facebook
  2. Experience with MS Publisher
  3. Interest and/or experience in providing community/ public service

We are excited to pilot the Equal Justice Works 2015 Virtual Conference and Career Fair to connect more students and employers!

The virtual event will take place from 12 – 3 p.m. EDT on Friday, October 30. Registration is free and open through October 27.

Employers are registering now and will continue to register and post positions over the next few weeks. Registered employers include: California Appellate Project, Death Penalty Litigation Clinic, and Public Advocates.

Northwest Immigrant Rights Project Seeking Spanish Bilingual Immigrant Youth Attorney, Full Consideration to Applicants Who Apply by 11/8

The Northwest Immigrant Rights Project (NWIRP) seeks a Spanish-speaking bilingual attorney to provide community outreach, education and direct representation to individuals eligible for the Deferred Action for Childhood Arrivals (DACA) program and to provide other services to immigrant youth and their families.

The staff attorney will work closely with other staff members and community partners in the region in conducting outreach and community education, and providing individual consultations and representation to persons who may be eligible for the DACA program. The attorney will provide legal assistance to community members through: (1) individual consultations; (2) self-help assistance in the form of community workshops and legal clinics; and (3) direct representation in priority cases. The staff attorney may also be assigned work relating to other immigration matters. This position will be based at NWIRP’s Seattle office. The attorney must have a car and driver’s license, and must be willing to travel around the State in order to conduct community education and workshops. The position will involve some evening and weekend work.

Mr. Abdi graduated from Addis Ababa University, Ethiopia, with a B.A. in Sociology and Social Anthropology, and then worked as a social worker. Due to severe human rights violations in that part of the world, he decided to go into the legal field. He obtained an LL.M in Intercultural Human Rights Law from St. Thomas University in Florida in 2008 and an LL.M. in Sustainable International Development from UW Law in 2010. Having previously worked as a Commissioner with the City of Seattle Office of Immigrants and Refugee Affairs, and later with the Mayor’s Office, Mr. Abdi currently serves as Strategic Advisor to Chief of Police Kathleen O’Toole on relation building with Immigrants and Refugees.

Mr. Abdi will discuss immigrant and refugee participation in local politics. As an example, he will highlight the successes and challenges the East African Communities (mainly Ethiopians, Somalis and Eritreans) are experiencing in King County and in the Puget Sound.

AG Shines a Light with Updated Open Governmental Manual

OLYMPIA — Today Attorney General Bob Ferguson announced that his office has updated its online Open Government Resource Manual summarizing Washington’s sunshine laws.

The 2015 publication modernizes the prior manual to reflect the past several years’ developments in the state’s Public Records Act and Open Public Meetings Act, and court decisions interpreting those laws. The manual was last revised in 2007.

“I am committed to enhancing transparency in government,” Ferguson said. “Open government is vital to a free and informed society, and this updated guide will help both public officials and the people they serve understand our state’s public disclosure laws.”

The manual includes summaries of and links to relevant statutes, court decisions, formal Attorney General Opinions, and Public Records Act Model Rules.

For Offenders Who Can’t Pay, It’s a Pint of Blood or Jail Time

MARION, Ala. — Judge Marvin Wiggins’s courtroom was packed on a September morning. The docket listed hundreds of offenders who owed fines or fees for a wide variety of crimes — hunting after dark, assault, drug possession and passing bad checks among them.

“Good morning, ladies and gentlemen,” began Judge Wiggins, a circuit judge here in rural Alabama since 1999. “For your consideration, there’s a blood drive outside,” he continued, according to a recording of the hearing. “If you don’t have any money, go out there and give blood and bring in a receipt indicating you gave blood.”

For those who had no money or did not want to give blood, the judge concluded: “The sheriff has enough handcuffs.”

Human Rights Watch Seeking International Justice Summer Intern

Human Rights Watch (“HRW”) is seeking a student to intern with the International Justice Program (“IJP”) in the New York office for summer 2016. The intern will primarily focus on monitoring international law developments in targeted country situations and researching and drafting papers on issues of international justice.

This internship is open to law students and graduate students who are studying international criminal or humanitarian law. Applicants should be well-organized, self-motivated, and reliable with a strong interest in international human rights. Strong writing skills are essential. Relevant coursework is highly desirable. Fluency in oral and written English is required. Fluency in other languages, particularly French, is highly desirable. Computer skills (i.e., Microsoft Office, internet applications) are required. Ideally this internship is full-time and a minimum commitment of ten weeks is requested.

Additionally, this person will work closely with the Office of Institutional Analysis, the University’s Budget Office,  and the Office of State Relations in the execution of state budget development and analysis as well as miscellaneous research, reports and presentations, and other projects as assigned. The Immigration Practice of Brooklyn Defender Services (BDS) seeks summer 2016 law student interns.   BDS represents more than 45,000 clients per year in a variety of legal proceedings in New York City, primarily indigent criminal, family, and immigration defense.  We believe all people—regardless of economic means—deserve respect, individualized care, and the fullest extent of legal protections whether accused of a crime or facing a civil legal obstacle to justice and opportunity.

BDS’s Immigration Practice has three primary focus areas: Padilla, Youth and NYIFUP.

The focus of the Padilla team is to advise noncitizen clients of the immigration consequences of their criminal cases. Padilla Immigration Practice attorneys work in close collaboration with BDS defenders to avoid or minimize the negative immigration consequences of their noncitizens’ criminal cases. In a limited number of cases, immigration practice attorneys continue to advocate for BDS clients in the immigration system even after the criminal case is disposed. We advocate against our clients’ immigration detention, defend them in immigration removal proceedings, and provide assistance applying for immigration benefits.

Position Overview:

The Center for Public Service Law at the UW School of Law is the hub of public interest and social justice activities and career support at the law school. The communications assistant will provide support to the CPSL with its online outreach and marketing primarily through its blog (commongooduw.org) and weekly online newsletter. The blog provides the latest local, national and international news, announcements, events, job and internships postings related to public service law. It is updated three times per week. The weekly newsletter recaps the last week’s blog postings and directs its over 700+ recipients to the blog.

Essential Job Functions:

  1. Organize and queue up prospective blog postings received via email by CPSL Director into Jobs/Internships, Announcements and Events.
  2. Consult with Director which items should be prioritized and included for each blog post prior to publishing.
  3. Using the Word Press blogging platform, post pre-approved Jobs/Internships on Mondays; Announcements on Wednesdays, and Events on Fridays following the pre-determined style, design and template of the blog.
  4. Using Campaign Monitor email marketing platform, compile the blog headlines and links from the last week and send newsletter everyMonday to 700+ recipients.
  5. Other job duties as assigned.

Preferred Qualifications:

  1. Experience with online marketing including Word Press, Campaign Monitor, LinkedIn and Facebook
  2. Experience with MS Publisher
  3. Interest and/or experience in providing community/ public service
  4. Interest in the law and legal profession
